U.S. Customs and Border Protection (CBP) has announced the deployment of the
Consolidated Administration and Processing of Entries (CAPE)
tool for International Emergency Economic Powers Act (IEEPA) duty refunds
, effective April 20, 2026
.What is CAPE?
CAPE is a
CBP-managed tool available through the ACE Secure Data Portal
that allows importers and brokers to electronically request refunds of IEEPA duties
pursuant to court order and applicable statutory authority.CAPE consolidates IEEPA refunds — including interest — rather than processing refunds on an entry‑by‑entry basis. CBP is rolling this out in phases, with
Phase 1 limited to certain unliquidated entries and entries within 80 days of liquidation

Our OSGT software products do not support CAPE filings or IEEPA refund requests as this process is outside the scope of filings via ABI.
CAPE filings
must be submitted directly to CBP through the ACE Secure Data Portal
by the Importer of Record (IOR) or an authorized Customs broker.What customers must do
To participate in CAPE, customers are required to take the following steps
directly with CBP
:
- Have an activeACE Secure Data Portal account
- Enroll banking information in ACE for ACH refunds
- SubmitCAPE Declarationsthrough the ACE Portal
- ACE ReportsES-003 (Tariff Details), ES-001 (Entry Summary Header)andES-002 (Entry Summary Line) can be helpful in determining impacted entries. These reports can be found under the Public reports folder in the ACE Portal.
Once a CAPE Declaration is accepted, CBP will:
- Remove the IEEPA HTS number from the entry
- Recalculate duties without IEEPA
- Review and liquidate or reliquidate the updated entry
- Issue refunds consolidated by IOR (or designated party) and liquidation date
