Customer notice: Impact of CSMS 67834313 – Ending collection of IEEPA duties
U.S. Customs and Border Protection (CBP) has issued , which provides guidance on the termination of certain tariffs imposed under the International Emergency Economic Powers Act (IEEPA).
This notice explains what this change means for your entries and how it will be reflected in the application.
End of IEEPA tariff collection
Per CSMS # 67834313, IEEPA duties are no longer effective for goods entered for consumption or withdrawn from warehouse for consumption on or after
12:00 a.m. Eastern Time on February 24, 2026
.To be extremely clear:
- IEEPA duties apply to entries dated up to and including February 23, 2026
- IEEPA duties do not apply to entries dated February 24, 2026 or later (see FTZ specific guidance below)
- CBP has confirmed that all Harmonized Tariff Schedule (HTS) numbers associated with IEEPA tariffs will beinactive in ACE as of February 24, 2026
This change applies
only
to IEEPA duties and does not
impact duties imposed under other authorities, including Section 301 or Section 232
.Upcoming application updates for IEEPA rules
We are currently preparing a
Customer User Update
that will impact your existing IEEPA Item Master Custom Rules (IMCR)
.As part of this update:
- Anyexisting rules that include active IEEPA tariffs will be deactivated
- For each deactivated IEEPA rule, we willautomatically create a new rulethat:
- Retains any applicableSection 301 and/or Section 232 duties
We are aware that an Executive Order fact sheet has been published introducing the new
“122” tariffs
. However, until CBP provides formal implementation guidance, we are unable to deliver the 122 tariffs as part of this update.Once CBP issues guidance, we will release a
separate user update
to add the 122 tariffs as appropriate.Foreign Trade Zone (FTZ) considerations
CSMS # 67834313
does not provide specific guidance for Foreign Trade Zones (FTZs)
.Until CBP issues further clarification, our application logic will align with CBP’s current system behavior:
- Privileged Foreign (PF) goods with a privileged date prior to February 24, 2026 will continue to require IEEPA duties
- This applieseven if the entry or withdrawal occurs on or after February 24, 2026
This approach reflects how CBP currently evaluates PF status and ensures our calculations remain consistent with CBP processing until additional guidance is provided.
