Key Differences in Filing Air Bonded Shipments
Listed below are some key differences associated with filing Air Bonded Shipments.
Partial Piece Counts
No partial piece counts are allowed when filing an Air Bonded Move. The full manifest quantity on the Simple or House Air Waybill must be moved.
In a Bonded Move filing, importers typically move partial manifest quantities, meaning the same bill can be included on multiple Bonded Moves, each one only covering a portion of the goods. However, in an Air Bonded Move filing, importers may only file a Bonded Move against the Simple or House Air Waybill. The full manifest quantity on the Simple or House Air Waybill must be reported. Importers cannot file an Air Bonded Move against a Master Air Waybill.
Less Than Container (LTC) Movements
No less than container (LTC) movements are allowed when filing an Air Bonded Move. An LTC quantity cannot be filed in an Air Bonded Move. To move less than a full container load, a paper CF7512 must be used.
CBP Holds on Shipment
If there is a CBP hold on shipment, the Bonded Move transmission will be rejected and need to be re-transmitted once the hold has been removed.
With some of the other ABI transmissions (such as 3461s and Bonded Moves), data can be processed and accepted in advance or while on hold. Then, when the appropriate timeframe is reached (five days before conveyance arrival for Bonded Moves (excluding air) or when the hold is released), the authorization message is sent out by CBP.
If the filer sends an Air Bonded Move transmission too early or the goods are on hold, CBP will reject the transmission. The transmission will then need to be re-filed at the appropriate time: when the hold is removed or when the plane goes “wheels up”.
Deleting a Posted Air Bonded Move
If an Air Waybill with a Bonded Move posted against it is deleted and re-added in CBP’s AMS system, the Air Bonded Move and all associated actions (e.g. arrivals, exports) will be deleted along with the Air Waybill.
If a (non-air) Bill of Lading with a Bonded Move posted against it is deleted and then re-added in CBP’s AMS system (often by the carrier), the Bonded Move remains attached to the bill, as do any associated actions (e.g. arrivals, exports).
For Air Bonded Moves, the filer may receive word from CBP (via phone, e-mail, etc.) that the Bonded Move has been deleted and must be re-filed. Any previously filed actions will also need to be re-filed.
