216 Blanket

The
CBP 216 Blanket
screen allows a user to create, modify, and print a 216 Blanket form for the upcoming zone year. This form is used to report to US Customs each year the type and nature of the activity that will be performed within the Foreign-Trade Zone. Activity information will be reported at the HS Code detail level.

Command Buttons

The following command buttons appear at the top and bottom of the
CBP 216 Blanket
screen:
Command Buttons
Description
Add Blanket
Creates a new 216 Blanket form based off the data currently on the
CBP 216 Blanket
screen.
Add Rows
Adds up to five (5) additional detail rows to the 216 Blanket form. If none of these new lines are populated, the unpopulated lines will be deleted upon saving the form.
Generate
Creates a printable 216 Blanket form. All elements entered in the
CBP 216 Blanket
screen will be verified and saved prior to the creation of the form. If more than five (5) detail rows exist, a 216 Continuation form will also generate. After the form(s) is produced, clicking the report link(s) will open the report(s) in a separate browser tab.
Save
Saves any changes made to the fields on the screen without printing a 216 Blanket form.
Exit
Closes the 216 Blanket screen without saving the newly entered data. However, the 216 shell created by clicking
Add Blanket
, along with any information that was saved or printed prior to clicking
Exit
, will be retained.

Data Entry Fields

The CBP 216 Blanket screen contains the following data entry fields:

Admission Number
This drop-box lists all 216 forms saved for the selected zone, sorted by creation date. Because this form only creates blanket 216s (no one-time activity 216s), the 216
Admission Number
will be displayed as
BLANKET YYYY
where YYYY represents the year for which the 216 is being filed. This field appears in Box 2 of the 216.
Application Date
The date on which the form was prepared. This text field accepts only date-formatted text (MM/DD/YY or MM/DD/YYYY). This field appears in Box 3 of the 216.
Period Begin Date
The date on which the requested activity will begin. This text field accepts only date-formatted text (MM/DD/YY or MM/DD/YYYY).
This field appears in Box 5 of the 216, inside the standard statement at the bottom of the box,

Period End Date
The date on which the requested activity will end. This text field accepts only date-formatted text (MM/DD/YY or MM/DD/YYYY).

Type of Activity
Check the boxes for the related activities being requested in the zone. Multiple boxes can be checked, if appropriate to describe activity. If unsure as to which box describes the desired activity, contact the port director. Options include the following:

  • Manufacture
  • Exhibit
  • Destroy
  • Temporary Removal

Description of Activity
This textbox accepts up to 6000 characters and is used to:
  • Sufficiently describe the detailed activities occurring within the zone so Customs and the zone operator can ascertain what the applicant plans to do with the merchandise.
  • Enable authorized persons to determine whether an application should be approved.
If unsure as to the degree of detail required in the description, contact the port director. Show where the operation is to be performed and whether goods in one status will be combined with goods in another status.
This field appears in Box 5 of the 216.
Joint Zone Description of Activity
This optional textbox accepts up to 6000 characters.
For special permissions, two zones may apply jointly for approval of activity. In this situation, the description of the second zone is provided in this space.
For a Joint Zone, a second 216 will be generated for the second zone.
This field appears in Box 5 of the second 216.
Unique ID
This textbox accepts up to 20 characters. For a 216 Blanket form, the Unique ID will read as
Blanket
.
This field appears in Box 6 of the 216.
Mark and Numbers
This textbox accepts up to 10 characters. For a 216 Blanket form, the Mark and Numbers will read as
Blanket
.
This field appears in Box 7 of the 216.
Description of Merchandise
This list is populated with
HTS Numbers
and
HTS Descriptions
from the
HTS
Maintenance table.
Included in this table will be one entry for which the
HTS Number
is

and the description is a general description of the product type handled in the zone.
Instead of including each specific HS to be included within the zone, this HS item can be used for the 216 Blanket application.
Quantity
The estimated quantity to be affected during the period of permit. Quantity information is optional on the form. This field appears in Box 9 of the 216.
Quantity Unit of Measure
The

drop-box is not labeled on the screen. It contains a list of all units of measure available for quantities. Select the

of the quantity reported. Quantity information is optional on the form.

Weight
The estimated net weight of goods to be affected by activity during the period of permit. This can be measured in metric or US units. Weight information is optional on the form.

Zone Status
The zone status of goods to be affected by a request. If more than one status is represented in a Unique ID,
Zone Status
will show all statuses represented. Choose the option that includes all of the statuses to be controlled in the zone.

Invisible Populated Fields
Description
Box 1
Zone Number and Location (Address) – the zone number designated in the Foreign-Trade Zone grant and delivery address. Do not report a post office (P.O.) box number for an address. This data comes from the zone address information contained in the
Defaults
Maintenance table.
Box 12
Name of firm requesting permit for activity. This data comes from the company name contained in the
Defaults
Maintenance table.
Boxes Not Populated by System
Description
Box 13
By (Signature) – The signature of the authorized representative filing the application for the applicant firm. If different, the field will show the date of signing.
Box 14
Title – The title of the authorized representative from the applicant firm. Box 15 By (Signature) – The signature of the authorized representative who approves applications for the zone operator.
Box 15
By (Signature) – The signature of the authorized representative who approves applications for the zone operator.
Box 16
Title – The title of the authorized representative acting as the zone operator.

Full completion of Boxes 17-19 below constitute the permit for the applicant to initiate to the desired activity. The activity shall not commence unless and until the permit has been both signed and dated.
Box 17
Port Director of Customs (Signature) – Shows the signature of the authorized representative approving requests for the port director.
Box 18
Title – The title of the authorized representative acting as the port director.
Box 19
Date – The date of signing, showing when the application was approved by the port director.
Boxes 20-23
Do not populate these boxes. This report must be carried in the operator’s inventory and recordkeeping system in compliance under Sec. 14 6.52(d)(2)CR.
