349 Harbor Maintenance
The
349 Harbor Maintenance
screen is used for printing the 349 Harbor Maintenance Fee (HMF) Quarterly Summary form and the 350 HMF Amended Summary form. This screen can be opened by choosing 349 Harbor Maintenance
from the Forms
menu. This program produces the Harbor Maintenance Fee data directly on the 349 or 350 form provided by US Customs. This report can only be run for one selected zone/partner at a time.
Summary type | Description |
|---|---|
349 HMF Quarterly Summary | This summary reports back to US Customs at the end of each quarter to determine the HMF amount that is due and payable. This data is based on foreign material received into the zone through an ocean port or seaport. |
350 HMF Amended Summary | This summary is designed to report an amendment to the HMF amount filed on the original 349 form. This amendment can either result in a refund or an amount due. |
Both forms show:
- The total value of foreign shipments received at an ocean port or seaport
- The appropriate HMF rate (e.g., .00125)
- The amount of HMF amount that is due
When printing either the 349 or 350, the HMF Detail Report is also produced to supplement the US Customs form information. This screen can also be used to modify the final value reported on the corresponding 214 document(s) for the selected quarter and year. If you modify the final value, both the
Receipt Detail
and Inventory Layers
tables will update with the new value information.

to produce the form.
If
CBP 349 Quarterly Summary (Initialize)
or CBP 349 Quarterly Summary (Last)
was selected as the Report Type, the 349 HMF Quarterly Summary and HMF Detail Report will be produced. If this is the first time the 349 has been produced for the given year and quarter, then the system will create a record in the 349 Header table that records the total value of all foreign receipts that require HMF amounts payable.
Subsequent loads of the same quarter will compare this value to the new values in the Receipt Detail table to determine if a 350 Amended Summary needs to be printed. Otherwise, the system will update the values in the table.
If
CBP 350 Amended Summary
was selected as the Report Type, the system will update the amended values in the 349 Header table and produce both the 350 Amended Summary and HMF Detail Report. After the reports are generated, two hyperlinks will appear on the
349 Harbor Maintenance
screen. Clicking the link will open the report(s) in a separate browser tab.
