WCO Explanatory Notes Screen

WCO Explanatory Notes are official guidelines issued by the World Customs Organization (WCO) for the use of the trade community. These notes are essential to the correct classification of goods. Their text covers the General Rules of Interpretation, Section Notes, Chapter, and Subheading.
The
WCO Explanatory Notes
screen displays the text of WCO Explanatory Notes in a searchable format.
These notes can be searched by scrolling and expanding the sections on the screen, or by searching by heading level HS or product description.
This screen can be opened by choosing
WCO Explanatory Notes
from the
Content
menu.

SEARCH BY SCROLLING/EXPANDING SCREEN

To search by scrolling, choose a section to review.
To expand a section to see its corresponding chapters, click
+
on the far left.
To expand a chapter to see all its associated numbers, click
+
again.
To open the WCO Explanatory Notes for a section/chapter/number, click
View
.
The screen will then refresh to show the selected WCO Note.

SEARCH BY HS HEADING/KEYWORD

If searching by HS Heading/Keyword, use the bar at the bottom of the screen to perform a new search on a specific HS heading or keyword.

PREVIOUS
AND
NEXT

Depending on the level of the note currently being reviewed, the
PREVIOUS
and
NEXT
buttons on the top navigation bar allow you to move to the next or previous section, chapter, or heading in the notes.

CLASSIFICATION OPINION

The
Classification Opinion
tab will only appear for certain notes. This tab displays classification opinions providing more useful information for product classification. Some opinions include images of the product, viewable by clicking the arrow to the left of the product being described. If there is no image,
No Image available
will appear.

FAVORITES

The
Favorite
link and the star icon allow you to mark pages as
Favorites
. Click Favorite or the star icon to save the currently-viewed page as a favorite.
Once the page is marked, the star icon turns yellow. Clicking the yellow star removes the page from the favorites list.
Favorites can be opened by clicking
Favorites
above the top navigation bar.
Clicking
Favorites
will open the
Favorites Notes
pop-up, which contains a list of all favorited notes. To remove a note from this list, click
X
icon to the right of the note.

ADDITIONAL LINKS

There are some additional links useful for navigating the WCO Explanatory Notes screen.
Reset WCO Hierarchy
Reset WCO Hierarchy returns you to the original
WCO Explanatory Notes
screen. This link is located on the bottom navigation bar.
At certain resolutions, it may be hidden beneath the
Back To Top
button.
Culture Code
Culture Code allows you to select between viewing notes in English and another language. This link is located on the bottom navigation bar.
Top and Bottom of Screen
The top and bottom of screen buttons are located in the far right corner of the bottom navigation bar.
Buttons
Description
Top of Screen
Redirects you to the top of the screen.
Bottom
Redirects you to the bottom of the screen.
At certain resolutions, these buttons may be hidden beneath the
Back To Top
button.
Print
The
Print
button is located at the top right of the screen, just below the top navigation bar. Before this option becomes available, the General Rules or a Section/Chapter/Heading must be selected.
Show Entire Chapter
The
Show Entire Chapter
button allows you to view all heading notes belonging to a chapter. This link will only appear when chapter notes are being viewed.
Rulings
The
Rulings
link allows you (with appropriate subscription access) to view Rulings data in a separate screen. This button will only appear when viewing heading level notes. If clicked, this link will redirect you to a pop-up containing all available rulings for the heading level HS Number for all available countries in the user’s subscription.
This link also specifies whether the rulings are Classification, Origin, or All Rulings (if multiple rulings are associated to the heading).
Screen contents are navigated in the same way as the
Rulings
screen as described in the Rulings section of the ONESOURCE Global Trade Content User Guide.
Recent Searches
The
Recent Searches
link tracks search history. This link is located at the top right of the screen, above the top navigation bar.
Searches are stored within ONESOURCE Global Trade Content for 30 days.
