You'll get this diagnostic if there isn't a valid EIN entered for the foreign corporation or a reason isn't selected for why it's missing.

Form 5471: Enter a valid EIN for the foreign corporation. If the foreign corporation does not have an EIN, select a reason for the missing EIN.
