This happens when Form 5471, Schedules E, E-1, I-1, P, Q1, Q2, and R don't have a reference ID entered.

Solution

The IRS requires a reference ID for Form 5471 e-files, even when there's an EIN.
  1. Go to

    ,
    Foreign Corporation
    ,
    (entity name)
    , and then
    General Information
    .
  2. Enter a
    Reference ID number
    .
  3. Perform a full re-compute, re-create the e-file, then re-submit.
