Solution

  1. In the TopCon return, go to
    Tax Forms
    States
    California
    Combined Returns/Combined Apportionment
    .
  2. Enter an amount or
    NONE
     for Line 1, Column B, Total Sales Within California.
  3. Do a full recompute, then recreate the e-file.
