You get this error when an Oregon return is missing a required PDF attachment.

Rule Number: *0047 Description: If Consolidated submission with Sch. AP attach with filename 'ORApportionWorkpapers.pdf'

Review the diagnostic to identify the required attachment and file name.

Save the required document as a PDF using the exact file name shown in the diagnostic, including capitalization.
