UAT EMEA + MENA Release Date: October 21, 2026
UAT AMER Release Date: October 23, 2026
PROD EMEA + MENA Release Date: November 10, 2026
PROD AMER Release Date: November 19, 2026

Key highlights

  • Line-level company assignment:
Determine tax against a different company on each invoice line – accommodates multiple legal entity sales or purchases per financial transaction.
  • Gross Receipt Total tier basis:
Tier boundaries for standard and custom Rates and Fees can now be evaluated against the new invoice-level GROSS_RECEIPT_TOTAL element in the tax calculation API request. This supports threshold rules such as De Minimis, and the California SB 122, which begins imposition on January 1, 2027.
  • Content Throttling for Determination Cloud:
Pin your tenant to a trusted tax content version and adopt or roll back new versions on your own schedule – test before you promote, keep late-posted transactions accurate, and upgrade only when you're ready.

What's new

Line-level company assignment (5619121)
Tax can now be determined against a different company for each invoice line, which supports marketplace scenarios where a single order mixes a retailer's own items with items from third-party sellers. When the <inline_merchants_enabled> element is set to true, Tax API and SOAP requests accept an External Company ID on each line, and the response returns the External Company ID and Company Name for each line. An error message is returned if a line-level External Company ID doesn't exist. When the element is absent or set to false, merchant processing is unchanged.
Gross Receipt Total tier basis (5752193)
A new Gross Receipt Total option is available as a Tier Amount basis for Graduated and Tiered rate types, for both standard and custom Rates and Fees. Tier boundaries are evaluated against the value passed in the invoice-level GROSS_RECEIPT_TOTAL element rather than against the invoice or line amount. This supports threshold rules, such as De Minimis evaluations, where the qualifying total is known by the calling system and may span multiple invoices or calls. The element is available in the Tax API, SOAP 2011 and 2020, Determination Anywhere and XML input, and is returned in the response. This new element can be used to identify the customer gross receipt accumulated total for which the California SB 122 regulation begins imposition on January 1, 2027.
When GROSS_RECEIPT_TOTAL is not supplied, existing tier evaluation applies unchanged. Lines with products excluded from the De Minimis regulation receive the standard authority rate, and each tier can be configured as exempt (with a Standard Exempt Reason) or with a rate or code.
Content Throttling for Determination Cloud (5704928, 5364847, 5196361)
You can now pin your tenant to a specific tax content version and choose when to move to a newer one, instead of having every content update applied automatically – pin production to a known-good version, validate an upcoming version in UAT, then promote, or roll back versions on your own schedule. This also keeps late-posted transactions accurate, as they are calculated on the content that applied to their period rather than whatever has shipped since. Any version from the last six months is available to pin, and tenants that do not pin a version continue to behave exactly as they do today.
note
Content Throttling is a new feature that is available to a limited group of pilot customers and has limitations you should understand before use. Before you enable or use Content Throttling, contact your Thomson Reuters representative for an introduction or demo. General availability is planned for a future release.
Certificate Manager: AI-assisted data extraction and mapping for exemption certificates (5595815, 5610782)
Certificate Manager now offers an AI Mapping workflow that uses OCR and AI to extract data from an uploaded exemption certificate and auto-populate the data from the form, replacing manual field-by-field entry. The certificate image displays alongside the data form for side-by-side review, a summary reports mapping confidence and field counts, and users must review and confirm all data before submission.
REST API: Currency Conversion Details in the Response (5610021)
The REST API response now includes a currencyConversion object for each tax line where a currency conversion was applied. The object returns the taxExchangeRateDate, exchangeRateSource, and conversionSteps, which list the fromCurrencyCode, toCurrencyCode, and exchangeRate used.
ERP Code Mappings: Condition mapping window added (5659749)
The Number of conditions value on the ERP Code Mappings grid is now a clickable link that opens a read-only Condition mapping window, letting users preview the conditions attached to a mapping without leaving the grid or opening the full record. The modal lists each condition in a numbered table (Element/Expression, Operator, Value) with standard pagination, and the existing path to view or edit conditions on the full mapping record is unchanged. The View in Excel export from the grid now also includes condition details for every mapping in the result set.
Tax Response Filter: Number of conditions column and condition mapping window added (5660081)
A new Number of conditions column has been added to the Tax Response Filters grid, immediately after Filter name, showing a clickable value (for example, "2 Conditions") for filters with one or more conditions. Clicking it opens a read-only Response filter conditions window identifying the filter and company, with a numbered table of conditions and standard pagination. The existing path to view or edit conditions on the full filter record is unchanged, and the View in Excel export from the grid now includes an additional Conditions sheet listing one row per condition for every filter in the result set.
Standard Mappings: Product codes now validated against data before submission (5610548)
When adding selected products to Standard Mapping (for example, from the Safe Classifier screen), the Add to Standard Mapping window now retrieves existing Standard Mapping data as it loads and validates each product's product group, product code, and date range against it – not just against the PC table as before. Any product row overlapping an existing Standard Mapping record is highlighted in red immediately, before the user clicks Confirm, for both single and multiple selections, so conflicts can be resolved directly in the window rather than after submission. This validation applies consistently across all product group endpoints.
Certificate Manager: License Manager user role now available (4295428, 5658845, 5658853, 5658863, 5658874)
Enterprise Cloud now includes a License Manager user role, so customers moving from Original Certificate Manager can keep the access model they already use. Users with this role can manage customer records in Certificate Manager without being assigned the broader Power User or Standard User roles. The Customers menu in the launcher is now shown based on this role, and customer create, edit, and delete actions are authorized for it in both the interface and the backend services.
Certificate Manager: new "Exempt Temporary Certificate Transactions" company option (5138397, 5716116, 5716123)
The Exemptions & Overrides section of the Add and Edit Company now includes an Exempt Temporary Certificate Transactions checkbox. When selected, a Temporary exemption certificate is applied to a transaction if no Approved certificate exists; the option is cleared by default, so existing companies keep the current behavior in which only Approved certificates are applied.
Date Determination: View Only User can now view the Date Logic and Date Rules pages (4295622)
Users assigned the View Only User role can now open the Date Logic and Date Rules pages in read-only mode. The Date Determination add, edit and delete controls are not available to them, and changes are also blocked when attempted through the API. Users with the Tax Data Administrator or Tax Data Provider role keep full access, and users who only hold the Power User role are not given access to these pages.
Company: View Only User can now view company configuration (4371695)
The View Only User role can now open a company's configuration pages in read-only mode, matching the behavior customers had in Determination Original. An eye icon identifies the restricted access and the Save button is not displayed, so configuration cannot be changed by these users.
Export and Import: now supports Locations and Location Sets (4594946)
Locations and Location Sets are now available as entity types in Export and Import. Administrators can export existing records or a blank template as a CSV file, edit it and import it back to create or update records in bulk, the same way they already do for other entity types. Rows with missing or invalid required fields are rejected with a clear error message while the rest of the file continues to process.
Certificate Manager: pagination added to FindCustomerRequest SOAP call (5201521)
The FindCustomerRequest call in the Certificate Manager SOAP API service now supports paginated responses, so integrations retrieving very large customer data sets can request results by page number and page size. Pagination is optional and backward compatible – existing calls that do not send pagination parameters continue to work as before.
Oil & Gas: new delivery term Common Carrier – Customer Pickup (5573470)
A new delivery term, Common Carrier – Customer Pickup, is now supported for US interstate motor fuel transactions. When used, Motor Fuel Tax authorities are determined using the Origin POTT and Sales & Use Tax authorities using the Destination POTT, so the destination state's SUT authority is selected and the origin state's is not. The logic applies only to US interstate motor fuel transactions using this delivery term; intrastate and non-US transactions, all other delivery terms, OLTM evaluation, and license determination are unaffected, so no changes are expected for existing configurations.
Oil & Gas: expanded Destination Seller License evaluation for OLTM (5782932)
Operating License Type Matching (OLTM) evaluation now better handles scenarios where a Destination Seller License (DSL) is present or absent. When the DSL in the request matches an OLTM record for a motor fuel authority, it is used as a matching criterion; Buyer and Seller Operating Licenses are evaluated only when the DSL has no OLTM match for any motor fuel authority, and the default mapping is applied if no record matches. This logic applies when the DSS authority option is set to Yes.
Brazil: DIFAL Type 8 for Rio de Janeiro taxable basis reduction (5746435)
A new DIFAL Type 8 is available when a rule's Calculation Method is Rate Differential (Brazil Only). It supports the Rio de Janeiro requirement effective November 1, 2025 for ICMS-RD/FECP and ICMS-RD ST/FECP ST transactions with taxable basis reduction, deriving the tax burden from the nominal rates and then applying the reduction once. Type 8 applies to B2C goods consumption scenarios in both standard and inclusive calculations. Existing DIFAL Types 1 through 7 are unchanged.
Brazil: document-level rounding now applies to all authorities (5671296)
Brazil document-level rounding has been enhanced to apply consistently across all applicable tax authorities for both Goods and Services transactions. Previously, the Enable Brazil Tax Rate Document Rounding company option applied only to CBS, IBS, and IS authorities; when enabled, rounding is now applied across all authorities within the invoice, aligning with Brazil tax reform requirements. Existing rounding precedence and output-rounding controls are unchanged – document-level rounding takes precedence over line-level rounding when enabled, and line-level or Brazil currency rounding applies when disabled. The APPLIED_BRAZIL_DOCUMENT_ROUNDING message has been updated to reflect the broader scope.
Brazil: CST selection performance optimization (5725166)
CST selection logic has been optimized to improve processing performance for Brazil transactions.

What's changed

Custom Authority rule qualifier lookup now a searchable, paginated typeahead (5749138)
The lookup list field used when adding or editing a rule qualifier on a Custom Authority custom rule has been changed from a standard dropdown to a searchable, paginated typeahead – matching the Element field pattern – so options load only as the user types. This resolves an issue where modifying a custom rule caused the page to become unresponsive or time out for customers with very large lookup/reference-value volumes, where the browser attempted to render tens of thousands of values at once.
Certificate Manager: report now lists all authority names for "Full" authority type selections (5721319, 5730707)
When a certificate's authority type selection is "Full", the Certificate Manager report now lists every standard-content authority name for that type, resolved at report time, instead of omitting names that were not stored with the certificate. Reports for "Partial" selections behave as before. Because Excel truncates any single cell longer than 30,000 characters, a "Some Data May Be Truncated" message now appears before download when the report includes both the Authority Type Name and Authority Name columns, letting users continue or cancel.

What's fixed

Custom Authority Option: Export and Import now returns the single selected authority (4312350)
Exporting a Custom Authority Option record via Export and Import now correctly exports only the single selected authority. Previously, the export incorrectly included all authorities instead of the one chosen by the user.
Content Extract: column resize no longer blocked after clicking the filter textbox (5244668)
Columns on the Content Extract homepage grid can now be resized consistently, including immediately after clicking into a filter textbox. Previously, resizing was blocked in this scenario unless the user first performed a sort or column swap.
Import of customer exemption zone with UNITED STATES now supported (4889567)
Customer exemption certificates can now be imported using "UNITED STATES" as the Zone name, matching the option already available when assigning a zone manually in the UI. Previously, the import file only accepted state-level zone names, and using the country-level "UNITED STATES" zone caused the import to fail – particularly affecting oil and gas customers, and those migrating certificates from Determination Original that were originally assigned at the country level.
TransEditor: overriding Accrual Method now works correctly for Non-PST scenarios (5575793)
TransEditor overrides for Accrual Method (for example, ACCRUE VARIANCE) are now applied correctly for non-PST scenarios. Previously, even when a TransEditor rule was configured and confirmed as applied, the response defaulted to Hold Payment instead of reflecting the overridden Accrual Method.
Date Determination: Date Rules screen no longer freezes when the Order filter is used (5493570)
The Date Rules page (Configuration > Reference Data > Date Determination Rules) now returns results when an Order filter is applied, including when it is combined with other filters such as Company. Previously, the screen stayed in a loading state with no error message, which made it impossible to review or edit date rules.
Tax Jurisdictions: all selected states are now saved as established (5695502, 5648733)
When several states are marked as established while adding a Tax Jurisdiction, all of them are now saved. Previously only the last state selected was kept, so establishments had to be added one at a time. The option to establish all 50 states and 13 territories was not affected.
Conditional mappings: deleting a condition now saves correctly (5730090, 5791350)
Deleting a condition from a conditional mapping now saves without errors. Previously, deleting a condition in Conditional Mappings returned a 400 error, and deleting the last remaining condition of a mapping showed "Unable to perform persistence operation", so the change was not saved.
Certificate Manager: Available Certificates section restored on the Customer page (5828877)
The Available Certificates section is displayed again on the Customer page in Certificate Manager, so users can open a customer's active certificates directly while maintaining the account. Previously, the section was missing for several customers, who had to navigate additional pages and repeat searches to reach the same certificates.
Certificate Manager: "View in Excel" now completes when exporting all customers or all certificates (5507487, 5719815)
Exporting all customers or all certificates with View in Excel now completes for large data sets. Previously, selecting all records could end with an internal error, or with the message "An error occurred during export certificate(s): Status: FAILED, Message: undefined" for certificates.
Certificate Manager: reports are no longer blocked by a deleted or inaccessible company (5671476, 5717306)
Certificate Manager reports can be viewed, previewed, edited, and copied again when one of the companies associated with the report has been deleted, deactivated or is otherwise inaccessible. Previously, a single such company blocked the whole report for every user, with the message "You do not have access to one or several companies in this report". Access now depends on the user having the Reporting role and on Reports & Analytics being enabled for the user's own company.
Certificate Manager: certificate record reports from previous years now preview correctly (5591056)
Certificate record reports created in a previous year, including commonly used reports such as All Certificate Records, now load in Preview Report. Previously, the preview kept loading without returning results, while customer reports and reports created in the current year were not affected.
Lookup Lists: Expire confirmation now displayed on the Edit page (5673521)
Clicking Expire on the Lookup List Edit page now opens the Expire confirmation modal as expected.
Locations: country full name now included in the "View in Excel" export (5669308)
The Excel file generated with View in Excel from the Locations page now shows the full country name instead of excluding the value.
Currency rounding aligned with ISO 4217 (5587478, 5662085)
Currency settings have been corrected to match ISO 4217. Currency Codes Venezuela Bolivar Soberano (VES) and Venezuelan Bolivar Fuerte (VEF) now use a minimum accountable unit of 0.01; Djibouti Franc (DJF) and Iceland Krona (ISK) now round to 0 decimal places, and Unidades de fomento (CLF) now rounds to 4 decimal places.
Response Editor: Non-taxable basis elements (5436027)
The NON_TAXABLE_BASIS authority amount, document amount and their unrounded equivalents are now supported in Response Editor. Previously, these elements were not available to be used.
Oil & Gas: OLTM records with a Destination Seller License not prioritized (5774518)
OLTM records that include a Destination Seller License are now evaluated first. Previously they were not prioritized, which could result in the wrong tax type – for example MFE instead of MFS for the Indiana State Motor Fuel Tax authority.
Brazil: ISS and IBS-City authorities now trigger for three-letter city names (5732251)
The Brazil ISS and IBS-City authorities are now returned for cities with three-letter names, such as Açu in Rio Grande do Norte. Previously these authorities did not trigger for such cities; they now do so correctly for both services and goods transactions.
Performance Improvement: Compliance Area Query (5775435)
Determination now retrieves Compliance Area information more efficiently during tax calculation. The underlying query used to look up Compliance Area data has been optimized, reducing the processing time it contributes to each tax call and improving overall tax call performance. Calculation results are unaffected.
REST API: line numbers starting with a leading zero handled correctly (5721400)
Determination now stores line numbers submitted through the REST API that start with a leading zero, removing the leading zeros so each line keeps its own number (for example, 0124000001 is stored as 124000001). Previously, Determination replaced these line numbers with an internal sequence (1, 2, 3…) that repeated after 99 lines, causing existing lines to be reversed instead of new lines being added.
EU OSS: seller registration now uses the OSS authority country (4312915, 5485263)
Determination now selects the seller registration for the OSS Authority country on EU One Stop Shop (OSS) transactions. Previously, Determination selected the registration based on the Ship From or Ship To country.
EC Sales: now returns tax type EC for the seller country (5420120)
Determination now returns tax type EC for the seller country when a custom rule in the buyer country's authority applies Exempt treatment to an EC Sales transaction. Previously, Determination returned tax type NL.

What's coming

Brazil: configurable gross-to-net tax derivation for tax reform (5813980)
A new configurable gross-to-net calculation framework will be introduced to support evolving Brazil Tax Reform pricing models. Determination will be able to identify which taxes are embedded in a transaction amount and automatically derive the correct net value before tax calculation, with the embedded tax set made configurable so customers can support different price formation interpretations. This provides greater flexibility for inclusive and reverse-from-total calculations involving reform taxes such as CBS, IBS, and IS, while preserving existing tax calculation logic and supporting future regulatory guidance.
REST API: line number format in the response (5804349)
For line numbers that start with a leading zero, the REST API response currently returns the line number as submitted (for example, 0124000001), while the audit records store it without the leading zeros (124000001). In release 2027.01, the response will return the same line number value stored in the audit records.
EU OSS: error description for failed transactions (5814202)
When no seller registration exists for the OSS Authority country, Determination fails the transaction, but for some Goods and Physical Performance transactions the error description returned is "Seller must register…" instead of FAILED_TO_CALCULATE_TAX. This will be addressed in an upcoming release so that FAILED_TO_CALCULATE_TAX is returned consistently.
