Key highlights
- Brazil Tax Reform:a new Standard calculation method for IS (Selective Tax), inclusion of IS in the CBS-IBS taxable basis, and four-decimal-place rounding of effective rates — required for transactions dated January 1, 2027, onward.
- Rule Qualifiers:authority-type conditions are now re-evaluated after tier calculation, so goods exceeding the Canada/Mexico De Minimis thresholds are no longer incorrectly treated as not liable.
- Global Product Group:Product category rules are now correctly applied when Global Product Group is enabled, so category-specific logic is no longer bypassed in favor of catch-all rules.
What’s new
Model Scenario: Show Delete and Duplicate Actions Inline in Line Information Grid (5202698)
When using Model Scenario, Delete and Duplicate icons now appear directly on each line row in the Line Information Grid, removing the need to expand a line to access these actions. Clicking the bin icon removes the line; clicking the copy icon duplicates it. Expanding a line continues to provide access to Product code, Commodity code, Additional Information, and Add Line Details as before.
Model Scenario: Resizable panel divider added between Scenario Input and Results 5219592)
A drag window divider has been added between the Scenario Inputs and Results panels, allowing you to collapse the Scenario Inputs panel and expand the Results panel to full page width for easier reading of Calculation breakdown, Authority messages, and System messages. Dragging the divider right restores the default layout, and the panel state persists for the duration of the session. Navigating away from and returning to the Scenario Results page resets the panels to their default widths.
Model Scenario: Customer Name and Customer Number fields now support free-form entry (5349350)
The Customers / Customer Number field in Model Scenario has been split into separate Customer Name and Customer Number fields, with Customer Number now accepting free-form text to support ad hoc scenario entry. When a customer is searched and selected, both fields auto-fill — Customer Name is read-only, while Customer Number remains editable.
Custom Rule: Start Date field added to Copy Rule (4295558)
The Copy Rule function now includes a mandatory Start Date field, eliminating the multi-step workaround previously required to copy an active rule. You can now reuse the same Rule Order Number as the source rule, provided the selected Start Date does not create an overlap with an existing effective-dated record. On successful validation, Determination creates the copied rule with all source details intact, applying the user-provided Rule Order Number and Start Date.
ERP Code Mappings: View in Excel now accessible for Research User role (5235148)
Research Users can now use the View in Excel button on the ERP Code Mappings grid to export search results, resolving an inconsistency where the button was visible but non-functional for this role. As exporting is a read-only, non-destructive action, this aligns with the Research User role's intent. All other permissions and restrictions for the role remain unchanged.
Response Editor: Nested condition handling and reorder functionality improved
(5071257)
Nested conditions in the Response Editor are now visually indented and connected to make condition relationships clearer, and the "AND" operator is automatically enforced between nested conditions to ensure logic is processed correctly. The Reorder option now supports reorganizing nested structures, with the default parent condition (Authority Name) locked in place to prevent accidental changes to the condition hierarchy.
Response Editor: Conditions can now be duplicated within a condition set (5417255)
You can now duplicate a condition within the same condition set by selecting Duplicate from the three-dot menu, making it faster to build out condition logic from existing entries. Copying conditions across different condition sets is not supported.
Response Editor: authority search and field validation added (5353676)
A Search Authorities button has been added next to the Authority field, opening a pop-up to search and select an authority. The Authority field is now mandatory — leaving it empty triggers an error message on save.
Rule Qualifiers: Rule qualification now re-evaluated after tier calculation (5287351)
Rule qualifiers with authority-type conditions are now re-evaluated after tier calculation completes; ensuring rules are applied based on the final authority set rather than a preliminary state. This change support use cases where goods exceeding De Minimis thresholds for Canada and Mexico — CAD $40 for US/Mexico shipments and CAD $20 for other countries — could still be incorrectly treated as not liable. Any authority removed during tier processing is no longer valid for rule qualification, and rules dependent on it will not be applied.
Global Product Group: Product category rules now correctly applied when Global Product Group is enabled (5326311)
When both the Fetching Rules with Product Category and Enable Global Product Group company options are enabled, Determination now correctly retrieves and applies rules tied to specific product categories in other groups such as US or Harmonized. Previously, enabling both options caused Determination to return only catch-all rules, bypassing category-specific logic.
ONESOURCE Content: PCA-based filtering added to Global Product Group page (5222260)
When using the ONESOURCE Content feature, you can now filter the Global Product Group product list by entering a PCA number, with the field retaining the entered value and displaying an active filter indicator while results load. Clearing the PCA value resets the list to its unfiltered state, and entering an invalid or non-existent PCA number displays a descriptive empty state message.
LatLong: Country code no longer required for latitude/longitude processing (5108182)
Determination now accepts latitude/longitude coordinates without a mandatory country code, removing a previous restriction that limited flexibility and caused unexpected behavior in certain scenarios. Tax results are determined accurately from coordinates alone.
Oil & Gas - Destination Taxes: Zone-based matching logic introduced for seller license assignment (5134742)
OLTM record processing for Oil & Gas import scenarios now uses zone-based matching to select the Destination Seller License (DSL) based on the Ship-From zone, applying it under the Ship-To Motor Fuel authorities. This replaces the previous record-duplication approach, which could assign licenses not relevant to the Ship-To zone, improving licensing accuracy and compliance. Scenarios involving DSL matching against Buyer/Seller operating licenses within OLTM records will be addressed in a future release.
note
Zone-based licensing is now available. DSL matching against Buyer/Seller operating licenses in OLTM records is on the roadmap and will ship in a future release.
Oil & Gas: Valid license types now displayed in System messages for international transactions (5199633)
For international Oil & Gas transactions, System messages now display all valid Buyer/Seller License Types associated with a given authority, rather than a single entry. Where multiple OLTMs apply to an authority, all valid License Types are concatenated and comma-separated, with invalid or non-matching entries excluded. Existing US transaction logic and underlying OLTM evaluation logic are unchanged.
SOAP Tax Calc Requests: Malformed requests now redirected to correct WSDL endpoint (4961936)
Determination now automatically redirects malformed SOAP Tax Calc requests sent to [/sabrix/services/taxcalculationservice/?/taxcalculationservice] to the correct WSDL endpoint: [/sabrix/services/taxcalculationservice/2011-09-01/taxcalculationservice?wsdl]. This redirection is a transitional safeguard — integrations should be updated to use the correct endpoint directly.
Brazil: IS (Selective Tax) amount now included in CBS-IBS taxable basis (4495006)
The CBS-IBS calculation for Brazil has been updated to include the IS (Selective Tax) amount in the taxable basis for both Services and Goods transactions. For Services, IS is added to the base derived from gross amount adjusted for ISS tax burden and effective tax rates. For Goods, IS is included after deducting applicable components including Repasse, ICMS, PIS, COFINS, DIFAL, FCEP, and FCEP II for intrastate scenarios.
Brazil: CBS-IBS effective tax rates now rounded to four decimal places(4888670)
Effective tax rates for Brazil CBS, IBS (State and City), and IS (Selective Tax) are now computed and rounded to four decimal places using standard rounding rules, with the rounded value applied consistently across all downstream calculations. The rounded effective rate is reflected in the <effective_rate> element in REST and SOAP XML responses and across all relevant UI representations in Model Scenario. This is a regulatory compliance update and becomes mandatory for transactions dated January 1, 2027, onwards.
Brazil: Standard calculation method introduced for IS (Selective Tax) (5265732)
A new standard calculation method, Brazil IS (Selective Tax), has been introduced to support tax reform requirements effective January 1, 2027, calculating IS tax starting from the net price in line with the Standard calculation approach required for new taxes (CBS, IBS, IS). The method maintains compatibility with the existing Inclusive methodology used by legacy taxes such as ISS, PIS, COFINS, and withholding taxes, ensuring accurate calculation in mixed scenarios where new and legacy authorities coexist during the transition. The IS tax amount calculated through this method integrates with the updated CBS-IBS calculation, where IS is included in the taxable basis for CBS and IBS (State and City).
What's fixed
ONESOURCE Content: View in Excel export fixed for Global Product Group (5252595)
Exporting the Global Product Group to Excel now generates a valid .xlsx file, resolving an issue where exports were either missing or produced in an invalid format. The exported file includes all expected columns and accurately reflects any filters applied at the time of export, with reliable handling of large datasets. Excel export functionality for other content tabs is unaffected.
Zone Alias: city zone aliases now applied consistently across US states (5272374)
City-level Zone Aliases with the 'ALL OTHERS' setting are now applied consistently across US states, resolving an issue where Cleveland, Philadelphia, and Dallas failed when county information was not explicitly included in the input request. The resolution logic now automatically traverses the geographic hierarchy upward, firing State, County, and City authorities regardless of whether county data is passed.
Application Messages: Custom Authorities now displayed across all selected companies (5272375)
When multiple companies are selected in Application Messages, the custom authorities grid now displays a unified list of authorities from all selected companies, with the total count reflecting the combined total. Each record includes Company ID and Company Name columns to identify ownership, and sorting and filtering are supported on the Company column. Single company selection and existing standard authority functionality are unchanged.
TransEditor: Reorder icon now enabled for items with nested branches (5124507)
The reorder icon is now enabled for TransEditor items containing nested branches, resolving an issue where reordering was blocked for items with a single parent and nested branches. You can now reorder items within the hierarchy as expected.
Standard Authorities: View Only users can now view authority details (5275132)
Users with View Only access can now select a Standard Authority from the list and view its full details, resolving an issue that previously prevented access without elevated permissions.
Locations: Canadian provinces now included in Excel export (4792402)
Exporting Location data to Excel now correctly populates Canadian provinces in the State/Province column alongside US states, resolving an issue where province data was absent from the export.
Certificate Manager: Jurisdiction field now populated correctly in exports and reports (5166208)
Certificate data exported via View in Excel or generated through Reports now accurately populates the Jurisdiction field across all records, resolving an issue where it displayed as null for most records. This enables reliable certificate data migration and reporting between companies.
Locations: County/district values now included in Excel export for non-US countries (5429097)
Exporting Location data to Excel now correctly populates County/District and State/Province values for non-US countries, including Canada, resolving an issue where international location records exported with empty values. The US location data was unaffected.
Exemption Certificates: Mapped product classification records now display in Exemption Use section (5261948)
Mapped product classification records now appear correctly in the Exemption Use section of the Exemption Certificate screen, resolving an issue that prevented you from seeing mapped classifications during certificate configuration.
Tax Jurisdictions: Date validation error resolved in Jurisdiction Registrations screens (5421945)
You can now create and update Registrations across all Jurisdiction screens without manually deleting and re-entering date values, resolving a validation error introduced in the 2026.03 release. Valid pre-populated and manually entered dates are now accepted correctly throughout the registration flow.
Certificate Manager: customer name and number now included in full record exports (5256083)
Exporting all customer records from Certificate Manager now correctly includes the Customer Name and Customer Number columns, resolving an issue where these columns were absent from full bulk exports. Single-page exports were unaffected, and the columns now populate correctly regardless of the number of records selected.
Custom Products: Manual date entry no longer auto-corrects the year (5378090)
You can now manually enter dates in Custom Products date fields and have the exact date saved, resolving an issue where the year was automatically changed without warning (for example, 07/07/2025 becoming 07/07/2020). Future-dated Custom Product records can now be set reliably.
Exemption Certificates: 403 Forbidden error resolved when adding or modifying records (4886317)
You can now add and modify address and certificate records without receiving a 403 Forbidden error, resolving an issue that prevented the creation or update of certificate data and restoring full access to certificate management workflows.
Licenses: Newly created licenses now persist correctly after save (5296569)
Licenses created through the UI are now correctly saved and immediately visible in search results, resolving an issue where records appeared to save successfully — including a confirmation message — but were not actually persisted in Determination.
Reverse-from-Tax: Unrounded tax values now calculated correctly (5418971)
Reverse-from-Tax transactions now correctly calculate unrounded tax amounts as the product of the taxable basis and the applicable tax rate, resolving discrepancies that affected tax reporting and reconciliation. Rounded amounts and other tax-related fields are unaffected.
Certificate Manager: 500 error resolved when creating certificates in Customer Portal (5253369)
You can now create certificates through the Customer Portal without encountering a 500 Internal Server Error, resolving an issue that blocked certificate creation entirely in the OCI MENA environment across both UAT and Production.
Reverse from Tax: Calculation now produces correct gross and taxable basis amounts (5468499)
Reverse from tax calculation now accurately computes Gross Amount and Taxable Basis amounts to match expected values, resolving an issue where these amounts were incorrect. Determination also now correctly generates the expected tax apportionment message during processing.
Response Editor: Previously unsupported authority attribute elements now functional (5266645)
The following elements have been fixed to work as required in Response Editor:
- LINE.TAX.AUTHORITY_ATTRIBUTE.NAME
- LINE.TAX.AUTHORITY_ATTRIBUTE.VALUE
- LINE.TAX.AUTHORITY_ATTRIBUTE.TYPE
GPG Codes: Tax Rules Now Correctly Applied for Transactions (5465941)
Tax rules for GPG codes in transactions are now correctly evaluated regardless of whether the invoice date coincides exactly with a rule's start date. Previously, an incorrect time offset applied during cache loading caused invoices dated on a rule's start date to fall outside the evaluated range and return no matching rule.
REST Tax Calc API: Line-Level Transaction Type Now Inherited from Invoice Level (5309846)
When no explicit line-level Transaction Type is provided, Determination now correctly inherits it from the invoice level, including any value set via TransEditor. Previously, line items defaulted to GOODS regardless of the Transaction Type set at the invoice level.
Brazil: IBS-City custom authorities now trigger consistently (5441032)
Brazil IBS-City custom authorities created using the IBS-City template are now evaluated consistently and triggered reliably across both Goods and Services transactions. Previously, Determination incorrectly enforced a mandatory registration mask on all custom authorities and relied solely on Company ID for authority type determination, causing misclassification and trigger failures.
