France: AP Self-Billing and AP Cross-Border via Oracle BIP
France AP Self-Billing and France AP Cross-Border, listed as not included in 2.3.0.0, are delivered in this release. Self-billed and cross-border invoices transmit from Oracle Payables to the tax authority through OEI, and the response is written back to the OEI Response field on the AP invoice. Each flow uses 3 BIP report integrations and REST API calls from OEI. The user must complete the following configuration for each flow in use.
Oracle setup task | Fields, codes, and values |
|---|---|
BIP reports | Self-Billing: OEI_BIP_Common_Scheduler_Report, OEI_France_Payables_Self_Billing_Listing_Report, and OEI_France_Self_Billing_Report. Cross-Border: OEI_BIP_Common_Scheduler_Report, OEI_France_Payables_Cross_Border_Invoices_Listing_Report, and OEI_France_Payables_Cross_Border_Invoices_Report. |
Manage Supplier Descriptive Flexfield | France context on POZ_SUPPLIERS Supplier Profile: OEI Invoice Type Code Name (OEI_INVOICE_TYPE_CODE_NAME), OEI Routing Code/Electronic Address (OEI_ROUTING_CODE_ELECTRONIC_ADDRESSS), OEI Party Identification Number/SIRET (CUSTOMER_SITE_PARTY_IDENTIFICATION_NUMBER), and OEI Party Legal Entity Company ID/SIREN (PARTY_LEGAL_ENTITY_COMPANY_ID). |
Manage Payables Descriptive Flexfield | France context on Invoices: OEI Invoice Type Code (FR_OEI_INVOICE_TYPE_CODE, values SELF-BILLED and CROSS-BORDER), OEI Billing Reference (OEI_FR_BILLING_REFERENCE), OEI Response (OEI_FR_RESPONSE_CODE), OEI Clearance ID / UUID (OEI_FR_CLEARANCE_ID_UUID), OEI Clearance/UUID/Status Date (OEI_FR_CLEARANCE_UUID_DATE), and OEI Invoice Type Code Name (OEI_INVOICE_TYPE_CODE_NAME). |
Manage Common Lookups | FRANCE_SCHEME_ID, FR_CATEGORY_EXEMPTION, FRANCE_SUPPLIER_CLASSIFICATION, and FRANCE_MULTIPLE_NOTE. Lookup code LE1_DCL is mandatory for Self-Billing. OEI_PAYMENT_METHOD (meaning Payment Method Mapping, module Invoices): lookup code CHECK, meaning 31. |
Manage Banks | Create the supplier's bank (Bank Name), then select the bank and create the branch with Branch Name and BIC Code. |
Manage Suppliers | Supplier tax registration number on the Supplier Address, and the supplier contact. Maintain the supplier's IBAN and BIC at Supplier, Supplier Address, or Supplier Site level: create a bank account from the Bank Accounts tab with Account Number, IBAN, Bank Name, and Branch. |
note
An AP invoice is selected for transmission when OEI Invoice Type Code is SELF-BILLED or CROSS-BORDER, OEI Response is empty, and the invoice is validated and accounted.
United Arab Emirates: AR business process via CMK
Credit memo reason handling has been revised. The reason code is now carried on the lookup code and the reason description on the meaning, and a new domain value mapping translates the description into the code sent to the tax authority. Customers on 2.3.0.0 must replace the affected lookup codes.
Oracle setup task | Fields, codes, and values |
|---|---|
Manage Receivables Lookups — revised | Lookup type CREDIT_MEMO_REASON, reference data set Common Set, start date 1/1/52. Lookup codes DL8.61.1.A, DL8.61.1.B, DL8.61.1.C, DL8.61.1.D, DL8.61.1.E, and VD, with meanings supply canceled, tax treatment changed, consideration altered, goods/services returned, tax charged in error, and volume discount. |
Domain Value Mapping — added | UAE_CREDIT_MEMO_REASON mapping each meaning to its code, for example supply canceled to DL8.61.1.A, tax charged in error to DL8.61.1.E, and volume discount to VD. |
Lookup field | 2.3.0.0 | 2.3.1.0 |
|---|---|---|
Lookup Code | supply canceled | DL8.61.1.A |
Meaning | DL8.61.1.A | supply canceled |
United Arab Emirates: AP Self-Billing via Oracle BIP
UAE AP Self-Billing now supports 4 transaction types: invoices, invoices in foreign currency, credit memos, and credit memos in foreign currency. Customers already configured for UAE AP Self-Billing on 2.3.0.0 must add the following.
Oracle setup task | Fields, codes, and values |
|---|---|
Manage Common Lookups — added | OEI_PAYMENT_METHOD (meaning Payment Method Mapping, module Invoices, lookup configuration level User, REST access Secure), alongside AE_CATEGORY_EXEMPTION, AE_SCHEME_ID, and AE_SUPPLIER_CLASSIFICATION. Lookup code CHECK with meaning 31 (as an example). This value can be changed as required by the user. |
Manage Banks | Create the supplier's bank (Bank Name), then select the bank and create the branch with Branch Name and BIC Code. |
Manage Suppliers — Bank Accounts | Maintain the supplier's IBAN and BIC at Supplier, Supplier Address, or Supplier Site level: create a bank account from the Bank Accounts tab with Account Number, IBAN, Bank Name, and Branch. |

For the following countries, the tax currency on the e-invoice is now taken from the tax currency lines of the transaction rather than from the ledger currency. No additional Oracle configuration is required.
Module | Applicable countries |
|---|---|
Receivables | Malaysia, India, Saudi Arabia, and the United Arab Emirates |
