Romania prefill VAT return

Use the OIC Prefill VAT Return solution to reconcile your tax authority prefilled VAT returns with your OIC-calculated VAT data.
As tax authorities increasingly adopt prefilled VAT returns using e-invoicing and real-time reporting, businesses need reliable tools to reconcile these prefilled returns with their internally generated results. The
ONESOURCE Indirect Compliance (OIC) Prefill VAT Return
solution supports this reconciliation by comparing OIC calculated VAT data with tax authority prefilled data.

Prerequisites

  • A Romanian entity and VAT ID need to exist in OEI, with transactions loaded for the relevant filing period.
  • Required data need to be available in OEI and synced to OIC through the Prefill View in OIC Datamart.

When mapping VAT IDs between OEI and OIC, jurisdiction prefixes are ignored. Only the characters following the prefix are considered.

Turn on prefill functionality in OIC

  • The Professional Services (PS) team or the ONESOURCE Administrator can turn on the
    Prefill
    feature on customer databases.
  • Administrators need to have access to the
    Administration
    tab in OIC.
  • Use the
    Enable Prefill Returns
    switch under
    Administration
    to turn on the functionality.
  • Once enabled, the configuration applies to the selected database for the specific country template. PS needs to verify that the customer holds the jurisdiction license.
  • After activation, all users in that database can access the Prefill Returns capability.

OEI–OIC tenant-mapping configuration

To install e-invoicing data into OIC returns, administrators need to map the OIC tenant (DB) to the corresponding OEI tenant.
  1. Go to
    Administration
    , then
    Tenant Mapping
    .
  2. Enter the required fields:
    OIC Tenant
    ,
    OIC Client Name
    ,
    OIC Client Number
    , and
    OEI Tenant
    .
  3. After saving, the system displays the
    Mapped By
    and
    Mapped On
    information.
  4. To remove mappings, select the
    Delete
    icon. Deleted entries remain visible (grayed out) for audit purposes.
  5. For Corporate databases, the OIC tenant, Client Name, and Client Number correspond to the OIC tenant details.
    note
    For OCM databases, these values can be obtained directly from the application.

Manually insert the prefill sheet

  1. Insert the Prefill sheet using the
    Insert Sheets
    action. This adds both the
    Prefill VAT Return
    sheet and the
    E-invoicing
    sheet to the return.
  2. After insertion, select
    Load Pagero Data
    to retrieve the relevant e-invoicing data for the selected entity.
    note
    E-invoicing data is aggregated based on Transaction Type, VAT Rate, and Invoice Type. These values need to exist accurately in OEI for the data to install correctly.
  3. After both sheets are added, select
    Load Pagero Data
    by going to
    Refresh icon
    Load Pagero Data
    .
The system then installs the relevant e-invoicing data for the selected entity into the E-invoicing sheet.

Data comparison in the prefill VAT return sheet

Within the Prefill sheet, the following sections are available for data comparison:
  • Prefill VAT Return
    : Displays e-invoicing data according to the configured template checkbox numbers.
  • OIC VAT Return
    : Displays imported OIC VAT data.
  • Differences
    : Displays variances between OIC VAT data and e-invoicing data.
