State notes

All changes listed in the following have been incorporated into the returns and accompanying schedules for the respective state or locale. These changes are effective March 1, 2025, unless otherwise noted.
Alabama Locals
  • Citronelle Police Jurisdiction was removed.
  • Coosada changed administration from Avenu/RDS to ADOR.
  • The Decatur Tax Report and Decatur Police Jurisdiction Tax Report are no longer available in
    ONESOURCE
    as local returns. The Decatur Revenue Department will only accept local returns from businesses owing $200 or less in taxes per year. Businesses owing more than $200 annually must file using State form 9501. As a result, Decatur and Decatur Police Jurisdiction returns will now be automatically filed on State form 9501, treating them as state-administered.
  • Evergreen changed administration from ADOR to Avenu/RDS.
  • Weaver changed administration from Self to ADOR.
Food sellers use tax type implemented in Tennessee
The Food Sellers Use tax type has been implemented in Tennessee for reporting on the Destination Sales Report (Schedule E). Starting February 1, 2025, all grocery food sales originating from businesses outside Tennessee and sold to destinations within Tennessee must be reported as the
Food Sellers Use
tax type in ONESOURCE.
You can cross-reference your internal tax type code with this new tax type using a Tax Type chart or include the following tax type code in your balance import file for these transactions:

Tax rate changes

All tax rate changes listed in the following have been incorporated into the application. These changes are effective March 1, 2025, unless otherwise noted.
Alabama Locals
  • The Citronelle Police Jurisdiction was removed, and all sales and use tax rates are now 0.000%.
Louisiana
Jackson Parish
  • The town of Eros decreased its sales and use tax rate from 1.000% to 0.000% for a total combined rate of 4.000% reported in the
    Column G
    of the return.
New York
  • The county of Suffolk increased the sales and use tax rate from 4.250% to 4.3750%.
Tennessee
  • The city of Gallatin increased the sales and use tax rate from 2.5000% to 2.750%.
South Carolina
  • Aiken County imposed the 1.000% Education Capital Improvement Tax.
  • Beaufort County has discontinued the 1.000% County Green Space Tax.
  • Chesterfield County has discontinued the 1.000% School District Tax.
  • Chesterfield County imposed the 1.000% Education Capital Improvement Tax.
  • Jasper County imposed the 1.000% Education Capital Improvement Tax.
  • Jasper County has discontinued the 1.000% School District Tax.

Application updates

Key release highlights
  • Business challenge:
    Customers can't resolve errors based on the messages provided on the screens.
    • Solution:
      OSU now provides detailed messages along with actionable guidance to resolve those errors.
    • Product updates:
      All messages have been updated to explain the error and include remediation steps, letting users resolve the issue with minimal effort.
  • Business challenge:
    Customers are running transfers with partial computations, which result in certain journal entries being skipped by the compliance process.
    • Solution:
      OSU now notifies users if there are journal entries that haven't been computed.
    • Product updates:
      The transfer feature has been enhanced to check for any pending journal entry computations and alert users accordingly, letting them decide whether to proceed with the ledger transfer or abort the process.
  • Business challenge:
    Customers can't select tax level exclusions for the virtual location rules.
    • Solution:
      OSU now lets users set tax level exclusions on virtual location rules.
    • Product updates:
      The
      Location Register
      in the
      Entity Configuration
      has been enhanced to support tax level exclusions for virtual location rules. Note that these exclusions are independent from those defined for Business Locations.
UI enhancements
Error messages on the Journals, Return Exports, and e-file Enveloping screens have been improved to help users better understand the corrective steps needed to rectify the errors.
Key Benefits:
The messages will offer users greater clarity and include additional information that provides actionable guidance to diagnose and resolve errors.
e-Filing updates
The e-Filing screen has been enhanced to replace all references to
States
with
Jurisdictions
, and the source list of Jurisdictions now displays the full name instead of region codes. This change applies to e-Filing through both binder actions and batch processing.
Key Benefits:
Users will be able to e-file by selecting
Jurisdictions
instead of regions.
Entity configuration updates
A new section for
Tax Level Exclusions
has been added to the virtual location rules for both adding new rules and editing existing ones.
Key Benefits:
Tax-level exclusions for virtual locations are independent of those for business locations. This gives users greater flexibility in configuring tax-level exclusions, letting them skip generating ledger entries for excluded levels as needed.
Ledger updates
There are no changes to the ledgers, but the transfer process has been enhanced with additional validations on journal entries. This ensures that users are alerted if any journal entries have yet to be computed.
The user can either select
CONTINUE
to proceed with the transfer of data from the ledgers or select
CANCEL
to cancel the transfer process with status
ERROR – COMPUTE PENDING
.
Key Benefits:
The user will be informed of any pending computations on journal entries, letting them decide either to skip those entries for compliance activities or to cancel the transfer process to complete the pending computations.

Open issues

Sellers Located Outside Tennessee that has Food Sales in the City of Hendersonville
The retail sales of food and food ingredients in Hendersonville have a reduced rate and special reporting requirements. As of the
25.03.1
release, the development team is still working on this update. The change is expected to be included in the
25.04.1
release, scheduled for April 29, 2025.
If you are a retailer located outside Tennessee and report more than $1,600 in taxable food and food ingredient sales in Hendersonville without invoices, you will need to manually override the amount in the Reduced Rate Food Sales section of the Destination Detail for situs code 8305.

Closed issues

Alaska
ARSSTC has updated all exemption types: Government, Non-profit, Other Deduction, Purchase Threshold, Resale, and Tax Free Day.
Florida locals
Hillsborough County will now apply the $5,000 maximum tax limitation on a per-item basis to ensure consistency with other local jurisdictions in Florida.
Illinois locals
In Vernon Hills, the preparer's name and address have been added to the organizer to be automatically populated in the Food and Beverage Tax section.
Virginia locals
The year for the town of Haymarket has been updated from 2024 to 2025.
