Companies that file the South Carolina State Sales and Use Tax return and make their payment by ACH debit within the electronic filing system must provide their banks with the
Debit Block ID number
for the South Carolina Department of Revenue (SCDOR) to authorize the payment.

Tax rate changes

All tax rate changes noted below were incorporated into the application. Listed changes are effective July 1, 2025, unless noted otherwise.
Arizona
  • The City of Douglas decreased the tax rate for the Amusements tax type from 3.800% to 0.000.
  • The City of Flagstaff increased the local TPT rate from 0.281% to 0.486%.
  • The City of Phoenix increased its sales and use tax rate from 2.300% to 2.800%.
  • The City of Scottsdale decreased the sales tax rate from 1.750% to 1.700% and decreased the use tax rate from 1.550% to 1.500%.
Alaska Locals
Remote Seller Tax had been added for the following:
  • The city of Pelican remote seller tax rate changed from 4.000% to 6.000%.
Seasonal Tax had been added for the following:
  • The city of Pelican seasonal seller tax rate changed from 4.000% to 6.000%.
Arkansas
  • The city of Dermott increased the sales and use tax rate from 2.500% to 4.000%
  • The city of Magnolia decreased the sales and use tax rate from 2.375% to 2.250%
California
  • The City of California City has implemented a tax rate of 1.000%.
  • The City of Lemon Grove has implemented a tax rate of 1.000%.
  • The Town of Colma has implemented a tax rate of 0.500%.
Colorado
  • The city of Avon imposed Use tax rate of 4.000%
  • Woodland Part decreased Sales tax rate from 4.090% to 3.000 (From 04/25)
  • Berthoud Fire Protection District is added Sales tax rate of 1.000%
  • Cortez Fire Protection District is added Sales tax rate of 0.540%
  • Eagle River Protection District is added Sales tax rate of 0.790%
  • Frederick – Firestone Fire Protection District is added Sales tax rate of 0.500%
Georgia
  • The County of Clinch has decreased its sales tax rate from 3.000% to 2.000%.
  • The County of Stewart has increased its sales tax rate from 2.000% to 3.000%.
  • The County of Telfair has increased its sales tax rate from 2.000% to 3.000%.
  • The County of Thomas has increased its sales tax rate from 3.000% to 4.000%.
  • The County of Washington has increased its sales tax rate from 3.000% to 4.000%.

Iowa
Earlham in Madison County imposed the 1.000% Local Option Sales Tax (LOST).
Kansas District new rate additions
  • The City of Garden City (4-A's Properties CID) imposed a sales and use tax rate of 2.000%.
  • The City of Mission (Mart CID) imposed a sales and use tax rate of 1.000%.
  • The City of Overland Park (Stanley Square CID) imposed a sales and use tax rate of 1.000%.
  • The City of Roeland Park (The Rocks CID) imposed a sales and use tax rate of 2.000%.
  • The City of Topeka (South Topeka CID) imposed a sales and use tax rate of 2.000%.
Kansas District rate changes
  • The Kansas City Homefield STAR Bond district decreased the sales and use tax rate to 0.0000%
  • The Kansas City Homefield STAR Bond & Homefield CID district imposed a combined special sales and use tax rate of 2.0000%.
  • The Wichita River District Stadium STAR Bond district decreased the sales and use tax rate to 0.0000%.
Kansas Locals
The following cities increased the sales and use tax rate:
  • The City of Abilene, effective July 1st, 2025, increased the sales and use tax rate from 0.0750% to 1.1000%.
The following cities decreased the sales and use tax rate:
  • The City of Lyndon, effective July 1st, 2025, decreased the sales and use tax rate from 1.5000% to 1.0000%.
Louisiana
ALLEN PARISH
  • The City of Elizabeth increased its sales and use tax rate from 0.300% to 1.300% for a total combined rate of 6.000% reported on Column D of the return.
  • The City of Elizabeth increased its sales and use tax rate from 0.300% to 1.300% for a total combined rate of 6.000% reported on Column D of the return.
CADDOPARISH
  • New I-49 North Corridor EDD will be reported on Column P of the return with a combined rate of 7.350%
IBERIA PARISH
  • New Iberia increased its sales and use tax rate from 2.500% to 2.750% for a total combined rate of 5.500% reported on Column A of the return, 5.750% reported on Column G, 6.250% reported on Columns K and L, and 6.000% reported on Column M.
JACKSON PARISH
  • The Town of Eros increased its sales and use tax rate from 0.000% to 1.000% for a total combined rate of 5.000% reported on Column G of the return.
PLAQUEMINES PARISH
  • Plaquemines Parish added a new Jurisdiction 'PP Sheriff's Dept.', which increased its sales and use tax rate from 0.000% to 0.250% for a total combined rate of 9.750% reported on Column B of the return.
WASHINGTON PARISH
  • Washington Parish imposed a 1.000% Educational Facilities Improvement District Tax which is reflected in the combined rates for reporting columns A, C, D, and F.
Massachusetts
  • The City of Chilmark has imposed a Meals and Beverages Tax at a rate of 0.750%.
  • The City of Colrain has imposed a Meals and Beverages Tax at a rate of 0.750%.
  • The City of Fitchburg has imposed a Meals and Beverages Tax at a rate of 0.750%.
  • The City of Leominster has imposed a Meals and Beverages Tax at a rate of 0.750%.
  • The City of Princeton has imposed a Meals and Beverages Tax at a rate of 0.750%.
  • The City of West Tisbury has imposed a Meals and Beverages Tax at a rate of 0.750%.
Mississippi
Mississippi decreased its sales/use tax rate on groceries from 7.000% to 5.000%
Missouri
The following counties have updates to sales tax or use tax.

Oklahoma
  • The City of Choctaw increased the sale and use tax rate type from 4.25% to 5.25%.
  • The City of Claremore increased the sale and use tax rate type from 3% to 4%.
  • The City of Frederick decreased the sale and use tax rate type from 3.25% to 2.5%.
  • The City of Jay increased the sale and use tax rate type from 3% to 4%.
  • Union City increased the sale and use tax rate type from 4% to 4.5%.
  • The City of Washington increased the sale and use tax rate type from 4% to 5%.
  • Leflore County increased the sale and use tax rate type from 2% to 2.3%.
  • Wagoner County increased the sale and use tax rate type from 1.3% to 1.55%
Texas
The following city imposed a sale and use tax rate:
  • Rankin (Upton Co.) 2231010 imposed 2.000% sales and use tax rate.
The following city reduced sales and use tax rate:
  • Forney (Kaufman Co.) 2129051 reduced from 2.000% to 1.750%.
The following special purpose districts imposed a sales and use tax rate:
  • Forney Crime Control and Prevention District 5129612 (0.250%)
  • Nueces-Jim Wells County Emergency Services District No. 5 5178523 (1.500%)
The following combined areas have been added with their sales and use tax rates:
  • Coupland/Williamson County Emergency Services District No. 10-A (6246692) has been added with a rate of 2.000%.
  • Houston/Fort Bend County Assistance District No. 4 (6079649) has been added with a rate of 1.000%.
  • Buda/Travis County Emergency Services District No. 5-A (6227061) has been added with a rate of 2.000%.
Utah
The following counties increased the sales and use tax rate (all entities):
  • Rich County increased a sales and use tax rate by 0.300%
  • Salt Lake County increased a sales and use tax rate by 0.200%
  • Summit County increased a sales and use tax rate by 0.500%
  • Wayne County increased a sales and use tax rate by 1.300%
South Carolina Locals
The following Local Option Tax codes have been removed. For transactions previously report under these code, reporting should now be completed using the applicable county unincorporated code.
  • The City of Cayce, Richland County remove code 2116.
  • The City of Goose Creek, Berkeley County remove code 2342.
  • The Town of Smyrna, Cherokee remove code 2836
The following School District expiration:
  • The County of Clarendon remove code 5140.
South Dakota Locals
  • The following cities of Newell and Wagner have implemented a 1 % municipal gross receipt tax on lodging, eating establishments, alcohol sales and admissions
Minnesota Locals
  • Cottage Grove Lodging- Starting July 1st, 2025, Cottage Grove has imposed a lodging Tax Rate of 3.000%.
  • East Grand Forks- Starting July 1st, 2025, East Grand Forks has imposed a sale and use Tax Rate of 1.000%.
  • Proctor- Starting July 1st, 2025, Proctor will increase a sale and use Tax Rate from 1% to 1.500%.
  • Roseville- Starting July 1st, 2025, Roseville has imposed a sale and use Tax Rate of 0.500%.
Vermont Locals
  • The Town of Marlboro, effective July 1st, 2025, increased the Local Option Tax rate by 1.000%.
  • The City of Montpelier, effective July 1st, 2025, increased the Local Option Tax rate by 1.000%.
  • The Town of Ludlow, effective July 1st, 2025, increased the Local Option Tax rate by 1.000%.
Virginia Locals
  • The County of Arlington, effective July 1st, 2025, increased the Meals Tax rate from 4.000% to 5.000%.
  • The Town of Herndon, effective July 1st, 2025, increased the Meals Tax rate from 3.750% to 4.500%.
  • The City of Roanoke, effective July 1st, 2025, increased the Meals Tax rate from 5.500% to 6.500%.
  • Stafford County, effective July 1st, 2025, increased the Meals Tax rate from 5.000% to 6.000%.
  • Tappahannock, effective July 1st, 2025, increased the Meals Tax rate from 4.000% to 6.000%.
  • Virginia Beach, effective July 1st, 2025, increased the Meals Tax rate from 5.000% to 6.000%.
Washington
  • City of Stevenson increased its sales and use tax rate by 0.003% to 1.500%.
  • San Juan County Unincorp. Area decreased its sales and use tax rate by 0.0015% to 1.850% (incl. car dealers/leasing companies to 1.550%)
  • Lummi Nation - San Juan County decreased its sales and use tax rate by 0.0015% to 1.850% (incl. car dealers/leasing companies to 1.550%)
  • City of Friday Harbor decreased its sales and use tax rate by 0.0015% to 2.150% (incl. car dealers/leasing companies to 1.850%)
West Virginia
    • The city of Bramwell imposed 1.000% the municipal sales and use tax rate.
    • The city of Glenville imposed 1.000% the municipal sales and use tax rate.
    • The city of Hinton imposed 1.000% the municipal sales and use tax rate.
    • The city of Marlinton imposed 1.000% the municipal sales and use tax rate.
    • The city of Pineville imposed 1.000% the municipal sales and use tax rate.

UI enhancements
The Tax-Return-Reconciliation Screen is updated to "Show Unreported Entries Only" Checkbox. When checked, the screen should display only the data entries where unreported Tax is applicable (Unreported tax greater than zero).
Key Benefits: User can see the unreported entries with a warning sign and decide to take necessary action
IL Rounding Updates:
Added the ability to select the 'Return Presentation Smoothing' option to facilitate recalculating taxable and tax amounts based on rounded figures within the tax return process. This feature is integrated into the entity configuration screen, allowing users to choose from the following options:
  • No Smoothing:
    The default setting, where no adjustments are made to the taxable or tax amounts.
  • Recalculate Taxable After Rounding Tax:
    In this scenario, the tax amount is rounded first, and subsequently, the taxable amount is recalculated based on the adjusted tax figure.
  • Recalculate Tax After Rounding Taxable:
    Here, the taxable amount is rounded initially, and the tax amount is recalculated based on the adjusted taxable figure.
By default, the 'No Smoothing' option should be selected, although users have the flexibility to change this setting according to their needs.
Additionally, these options are available on the transfer screen, with the selections made here taking precedence over the entity's configuration settings.

This enhancement aims to provide users with greater control and accuracy in managing their tax calculations, ensuring that all adjustments are clearly documented and easily accessible.

Louisiana locals
:
The July revised Caddo Sales and Use Tax form was not released by the parish in time for this release. It will be updated in the OneSource software in a subsequent release.

Closed issues

Kansas
  • The Kansas Consumer’s Compensating Use Tax return, Form CT-9U, non-utilities amount in the Return Summary will now correctly reflect the issued fixed values.
  • The Kansas Sales Tax return, Form ST-36, non-utilities amount in the Return Summary will now correctly reflect the issued fixed values.
  • The Kansas Sales Tax upload form, Form ST-36 will now correctly reflect fixed values as issued.
Louisiana Locals
  • The Caddo Parish Sales and Use Tax multiple return, Column X, will now calculate penalty and interest using the correct tax due amount.
  • The Saint Mary's Parish Sales and Use Tax return will now include the updated domicile code for Franklin.
  • The Tangipahoa Parish Sales and Use Tax return, Column 18, will now calculate using the correct rate of 6.000%.
  • The Washington Parish Sales and Use Tax return will now include the 1.000% Educational Facilities Improvement District Tax for columns A, C, D, and F as well as the latest form.
OSU Data Import Issue – Location Code Fix
User was unable to import data into OSU for a location code where location details were updated. The parentauthLevel and ParentAuth fields were not getting updated when a location was changed from one state to another. With this release we have added the capability to update these fields when the state is changed on the location.
