State notes

All changes noted here were incorporated into the applicable returns and accompanying schedules for that state or locale. Listed changes are effective September 1, 2025, unless noted otherwise.

Tax rate changes

All tax rate changes noted here were incorporated into the application. Listed changes are effective September 1, 2025, unless noted otherwise.
Alabama
  • In accordance with Act 2025-305, the state sales and use tax rates on food reduced from 3 percent to 2 percent on September 1, 2025. In OneSource, the corresponding tax types are Food Sales, Food Sellers Use, and Food Consumer Use.
  • Act 2025-304 took effect on September 1, 2025. Items that are now exempt from the 4% state sales and use tax include:
    • Baby formula
    • Baby bottles
    • Baby wipes
    • Breast milk pumping equipment and breast pumps
    • Diapers Maternity clothing
    • Menstrual hygiene products (including tampons, pads, liners, menstrual sponges, and cups)
    • Adult diapers
    • The exemption is state-level only—local governments must pass their own ordinances to apply similar exemptions to county and municipal taxes. The state level exemption is set to run from September 1, 2025, through August 31, 2028. Russell County has also exempted these items from sales tax.
    • To accommodate this change, ONESOURCE has introduced new Tax Types statewide in Alabama. These sales should be imported as tax types Personal Hygiene Sales, Personal Hygiene Sellers Use, or Personal Hygiene Consumer Use, as appropriate. At the state level, those sales will appear in both the Gross Sales and Deductions as they are exempt from state level tax. On the Local Forms, including the 9501 and RDS/Avenu, those sales will be a part of the General lines and will be taxable, except for Russell County. For Russell County, these sales are exempt and will appear on form 9501 as both gross sales and exemptions as part of the General (GENER) lines.
