The federal and state balance due payment options determine how balance due payments are remitted for an account. For accounts generating federal 1041, 990-PF, 990-T and/or 4720 returns, the federal balance due payment is remitted electronically using the EFTPS (bulk) payment method when the federal balance due payment option is set to

If the setting for the state balance due payment option is changed after the tax return is processed, the return must be reprocessed to apply the changed setting. To determine which setting was applied at the time the tax return was processed, review the e-filing alert diagnostics in the tax return print file.

Prepare an EFTPS (bulk) payment file
EFTPS (bulk) payment files are prepared for:
- Accounts generating federal 1041, 990-PF, 990-T and/or 4720 returns that have the federal balance due payment option set toOnly when e-filedorWhen e-filed or filed on paper. This includes accounts requiring dual return processing.
- Massachusetts, Minnesota, New York, and Pennsylvania resident and nonresident state returns that have the state balance due payment option set toBulk Payment (MA, MN, NY and PA only)at the time the tax return is processed.
To prepare an EFTPS (bulk) payment file:
- SelectHOME,Admin, thenBalance Due Payments.The Balance Due Payments page allows multiple filings per taxing authority. The page has 2 collapsible sections. TheBalance Due Paymentscollapsible section lets you review your checking account information. ThePrepare and File Balance Due Paymentscollapsible section lets you prepare and file balance due payments and tax history back-end files.
- In thePrepare and File Balance Due Paymentscollapsible section, enter the settlement date in theSettlement Datefield. Use the format MM/DD/YYYY (where MM is the month, DD is the day, and YYYY is the year) to enter the date.The settlement date is the date the payment of tax due is processed and the funds are withdrawn from your account. Guidelines for settlement dates include:Payment typeGuidelinesFederalThe settlement date can't be the same date as when the balance due payment request is submitted.To ensure timely payment, submit the balance due payment request by 12 P.M. (noon) on the business day prior to the settlement date.If the payment request is submitted after 5:30 P.M. (CT), enter a settlement date at least 2 business days from the date of the request.Massachusetts, Minnesota, or PennsylvaniaEnter a settlement date that is earlier than the due date of the return.New YorkA settlement date is not required for the EFTPS (bulk) payment method.
- Select the Run icon
in the Preparecolumn for the EFTPS (bulk) payment file you want to prepare.
You can now track your request using the grids on the Request Status and History page. Select the
displays in the
Request Status and History
subtopic to access the page. After the request completes, the Balance Due Payments page displays Complete
in the Preparing Status
column. The File

Use the following base registers to review the balance due payment information:
- Taxpayer Balance Due Payment Detail: Lists the payments included in a prepared EFTPS (bulk) payment file. The payments are for accounts that have balance due payments that qualify for payment via EFTPS but that haven’t been transmitted to the TFA.
- Balance Due Payments that need attention: Lists the accounts with balance due payments that qualify for payment via EFTPS but that are excluded from an EFTPS (bulk) payment file because the account was not enrolled in EFTPS (or the EIN was modified and the account was not re-enrolled in EFTPS).
- State Balance Due Payments to be submitted: Lists the state balance due payment information for all states except Massachusetts.
To view the payment for a particular state, apply a filter to the

EFTPS (bulk) payments apply to:
- Accounts generating federal 1041, 990-PF, 990-T and/or 4720 returns that have the federal balance due payment option set toOnly when e-filedorWhen e-filed or filed on paper. Beginning with tax year 2021, this includes accounts that require dual return processing.
- Massachusetts, Minnesota, New York, and Pennsylvania resident and nonresident state returns that have the state balance due payment option set toBulk Payment (MA, MN, NY and PA only)at the time the tax return is processed.

You can't free an EFTPS (bulk) payment filing after the request to file is submitted.
To file an EFTPS (bulk) payment:
- SelectHOME,Admin, thenBalance Due Payments.
- In thePrepare and File Balance Due Paymentscollapsible section, review the settlement date. If you want to change the settlement date, enter the new settlement date for the EFTPS (bulk) payment in theSettlement date if differentfield.Guidelines for settlement dates include:Payment typeGuidelinesFederalThe settlement date can't be the same date as when the balance due payment request is submitted.To ensure timely payment, submit the balance due payment request by 12 P.M. - Select File
in the Filecolumn for the EFTPS (bulk) payment you want to file. - Review payment information in the grid in theSubmit Federal Balance Due Paymentspop-up window.The grid lists all the payments included in the EFTPS file. The total number of accounts and the total payment amount is listed before the grid. TheReturn Typecolumn identifies payments associated with 990-T or 4270. A blank value in theReturn Typecolumn indicates the payment is associated with a 990-PF or 1041 return. For accounts requiring dual return processing, 2 payments (one for the 1041 and one for the 990) are listed.You can export this grid by selecting Export grid page
in the grid. - SelectOK. The settlement date is validated and the payment file is created.
Print state balance due vouchers from registers
State 1041 balance due and California Form 199 vouchers can be printed from registers. The vouchers for a specific state are included in separate PDF files within a compressed (ZIP) file.
To print state balance due vouchers from a register:
- Run the register that includes the accounts you want to print state balance due vouchers for.
- Select the accounts. To select one or more accounts, mark the checkbox in the 2nd column. Don’t mark any checkboxes if you want to print all accounts in the register.
- SelectPrintfrom theRegister Actiondropdown list.
- SelectTax Returnfrom theRequestdropdown list.
- SelectFederal and stateorState onlyfrom theDocument Optiondropdown list.
- SelectBalance Due State Vouchersfrom theDocument Selectiondropdown list.
- SelectSubmit.
After processing completes, go to the Request Status and History page. The
Request History
collapsible section shows the number of accounts included in the request, the number of accounts processed, and the number of errors. The Complete with Errors
status may indicate that an account has a voucher for one or more states but not for all states processed.The

collapsible section identifies the account with errors in the Account
column. The states for the account that don’t include state balance due vouchers are identified in the Additional Information

collapsible section.About the balance due payment remittance process
The following sections describe the remittance process for each taxing authority.
Federal
EFTPS (bulk) payment method
After the payment file is created, it is transmitted directly to the TFA. You should receive an acknowledgment from the TFA within 1 hour of the transmission of the file. The acknowledgment indicates that your balance due payment file was received by the TFA and that the file is not corrupt. Between 2 and 3 hours thereafter, you will receive another acknowledgment, which indicates whether the balance due payments for the accounts in your payment file are accepted or rejected. For accepted payments, the total balance due and any amounts for transaction fee charges must be deposited in your organization's ACH debit account by the settlement date.
Use the following registers to review the accounts included in or excluded from a transmission to the TFA:
- Balance Due Payment Confirmation: Use to determine the total amount that should be available for withdrawal from your organization's ACH debit account.
- Balance Due payments Requested but not sent: Use to review the accounts that were excluded from the transmission to the TFA.
- Taxpayer Balance Due Payment Detail: Use to review the accounts that were transmitted to the TFA and the corresponding account information. This register can help you determine the balance due payment amount for each taxpayer.
On the settlement date, your ACH debit information is passed through the TFA, letting the ACH to take the money from the financial institution and distribute it to the U.S. Treasury.
Voucher payment method
Mail a check and payment voucher to your IRS Service Center.
States
State jurisdictions adhere to the following payment remit process except for the states identified separately in this section.
Pay with e-file Method
For E-Filed returns with a tax due, ONESOURCE Trust Tax created an ACH debit request with a payment record in the e-filing data. The payment information is submitted to the state taxing authority when the return is accepted for e-file. The state taxing authority processes the debit on the settlement date that was entered one of the following Electronic Filing options depending on the type of return:
- For 1041 types:Settlement date for state balance due payments (Does not apply to MI and RI before 2023, or MO for all years) [Date entered must have a four character year, i.e., MM-DDYYYY]except Hawaii which withdraws the payment at the time of filing.
- For 990 types:Settlement date for 990 state balance due payment (Date entered must have a four-character year, i.e. MM-DD-YYYY) (beginning Tax year 2021)
Voucher Payment Method And Paper-Filed Returns
Mail a check and payment voucher or, if available, use an alternate payment method offered by the state taxing authority.
Some states don’t require a payment voucher when paper filing the return (DE, HI, KY, LA, ME, MD, MI, NC, OK, OR, PA, SC, UT, VT, VA, WI) and therefore they may not be offered in ONESOURCE Trust Tax.
Connecticut has a limit of 3 electronic deposits to the same demand deposit account (DDA). More than 3 refunds to the same DDA are issued by paper check.
Refunds
Some state taxing authorities will credit the ACH bank account if provided in the payment record on the e-filing data. There may be exceptions if the bank account is a foreign account. Otherwise a paper check is mailed. See

ONESOURCE Trust Tax doesn’t transmit the payment file to the state taxing authority.
Bulk payment method
: The prepared bulk file is available for download on the Documents and Data Files page. Download the file to a local or network drive, then use MassTaxConnect to log and upload the file. When uploading the payment file, select the upload bulk files
link and select Fiduciary Estimate (Form 2-ES)
as the file type.The processing results display in MassTaxConnect about 15 minutes after processing completes. After processing completes, be sure to review MassTaxConnect to determine if there are errors in your uploaded file.
Massachusetts creates 1 ACH debit for the total balance due for all returns listed in the payment file. The debit is processed on the settlement date entered on the Balance Due Payments page.
Pay with e-file method
: For E-Filed Massachusetts returns with a tax due, ONESOURCE Trust Tax created an ACH debit request with a payment record in the e-filing data. The payment information is submitted to the state taxing authority when the return is accepted for e-file. The state taxing authority processes the debit on the settlement date that was entered in the Settlement date for state balance due payments (Does not apply to MI and RI before 2023 or MO for all years) [Date entered must have a four character year, i.e., MM-DD-YYYY]

Bulk payment method
: The prepared bulk file is available for download on the Documents and Data Files page. Download the payment file to a local or network drive, then use Minnesota e-Services to log and upload the file. When uploading the payment file, don’t change the default settings for the file type.After the records in the payment file are processed, the results will display in Minnesota e-Services. If there are failed records, review the associated error messages then contact the ONESOURCE Trust Tax Support team at 1-888-706-1041.
Minnesota creates an ACH debit for each return in the payment file. The debit is made on the settlement date entered when the payment request is submitted.
Pay with e-file method
: For E-Filed Minnesota returns with a tax due, ONESOURCE Trust Tax created an ACH debit request with a payment record in the e-filing data. The payment information is submitted to the state taxing authority when the return is accepted for e-file. The state taxing authority processes the debit on the settlement date that was entered in the Settlement date for state balance due payments (Does not apply to MI and RI before 2023 or MO for all years) [Date entered must have a four character year, i.e., MM-DD-YYYY]
Electronic Filing option.Voucher payment method
: Mail a check and payment voucher or, if available, use an alternate payment method offered by the state taxing authority.Refunds
: For Minnesota returns with a tax refund, ONESOURCE Trust Tax created an ACH credit request with a payment record in the e-filing data. After the return is accepted, the state taxing authority makes a credit using the ACH information entered on the Options and Overrides page. The state taxing authority mails a paper check if no bank account information is entered, or the bank account information is for a foreign bank account.Missouri

Bulk payment method
: ONESOURCE Trust Tax creates the Pennsylvania payment file then immediately transmits it to the state taxing authority. You can submit multiple Pennsylvania balance due payment requests, if necessary.Pennsylvania requires an ACH credit for balance due payments that are included in a prepared balance due payment file. Submit the payment via an ACH credit, and it must be received on the settlement date.
You don’t need to inform the Pennsylvania Department of Revenue when your ACH payment is made.
Your ACH credit can pay the total balance due for more than 1 payment request. However, the ACH credit must exactly match the amount in the payment file or Pennsylvania won’t be able to post payments to the individual account included in the payment file. You can't combine estimate payments with balance due payments.
Pay with e-file method
: For E-Filed Pennsylvania returns with a tax due, ONESOURCE Trust Tax created an ACH debit request with a payment record in the e-filing data. The payment information is submitted to the state taxing authority when the return is accepted for e-file. The state taxing authority processes the debit on the settlement date that was entered in the Settlement date for state balance due payments (Does not apply to MI and RI before 2023 or MO for all years) [Date entered must have a four character year, i.e., MM-DD-YYYY]
