You'll get this message if a user who doesn’t have administrator permissions on their machine installed Practice CS.

Administrator permissions are needed to install certain components of Practice CS, but not to run the program.
Solution
To resolve this, sign into the workstation as a user with administrator permissions and run the desktop set up install from
X:\WinCSI\Practice CS\Desktop\Setup.exe
(where X is equal to your network install path).
