Legislative updates

◎企業会計基準第34号「リースに関する会計基準」
This standard significantly revises lease accounting. Operating leases that were previously treated as off-balance-sheet items are, in principle, required to be recognized on the balance sheet.
However, short-term leases and low-value leases may continue to be accounted for off-balance sheet.
Effective date:
  • Mandatory application:
    Fiscal years beginning on or after April 1, 2027
  • Early adoption:
    Permitted from the fiscal year ending March 2026 (however, early adoption is considered highly unlikely in practice)
Impact on templates:
  • As the account title is changed from
    Lease assets
    to
    Right-of-use assets
    , template revisions are required.
  • Expanded lease-related disclosures are also required.
Additional or revised disclosures required:
  1. Changes in accounting policies
  2. Lease-specific transaction information
  3. Lease payment amounts and other lease-related information for subsequent fiscal years
These items are considered to be within scope, and updates to note disclosures and templates would normally be expected. However, as early adoption is assessed to be unlikely, consistent with the prior year, no template updates are planned at this time.
◎企業会計基準第35号「固定資産の減損に係る会計基準の一部改正」
This amendment was issued to align impairment accounting with Accounting Standard No. 34 "Accounting Standard for Leases.
Under this amendment,
right-of-use assets
recognized as a result of applying Accounting Standard No. 34 are also subject to impairment accounting.
If indicators of impairment exist, an impairment test is required to be performed, and an impairment loss must be recognized where appropriate.
If no impairment has occurred, no additional disclosures are required.
Effective date:
  • Mandatory application:
    Applied in conjunction with Accounting Standard No. 34 (i.e., fiscal years beginning on or after April 1, 2027)
  • Early adoption:
    Permitted only in cases where Accounting Standard No. 34 is early adopted; however, early adoption is considered extremely unlikely in practice.
Impact on templates:
At present, no template updates are required, as this amendment does not introduce new disclosure requirements unless an impairment loss is recognized.
Accordingly, this standard is considered
in scope from a legislative perspective
, but
no immediate template changes are necessary
.
◎移管指針第9号「金融商品会計に関する実務指針」
Under this amendment, when the underlying assets of partnerships or similar entities in which a company invests consist of equity instruments without market prices, such investments are, in principle, measured at acquisition cost in accordance with Accounting Standard No. 10
Accounting Standard for Financial Instruments
.
However, if the following conditions are met, fair value measurement is applied, and the portion corresponding to the investor's interest is recognized in the equity section of the investment entity.
Conditions:
  1. The operator of the partnership or similar entity is engaged in the business of asset management.
  2. In the financial statements of the partnership or similar entity, equity instruments without market prices are measured at fair value.
If this accounting treatment is applied, the following items must be disclosed in addition to existing disclosures.
Note: If these disclosures are included in the consolidated financial statements, they are not required in the separate financial statements.
  1. A statement that the above accounting treatment is applied.
  2. The policy for selecting partnerships or similar entities to which this accounting treatment is applied.
  3. The aggregate balance-sheet carrying amount of investments in partnerships or similar entities to which this accounting treatment is applied (presented as part of investments in partnerships or similar entities for which fair value is not disclosed).
Effective date:
  • Mandatory application:
    Fiscal years beginning on or after April 1, 2026
  • Early adoption permitted:
    Fiscal years beginning on or after April 1, 2025
Impact on templates:
At present, no changes to templates are required.
Basis for judgment:
Although this amendment is based on ASBJ "Amended Transferred Guidance No. 9 – Practical Guidance on Accounting for Financial Instruments," the likelihood that companies will hold such investments is considered extremely low.
Accordingly, this item is treated as
out of scope for template updates
.
◎企業会計基準第37号「期中財務諸表に関する会計基準」
This accounting standard integrates
Accounting Standard No. 33 (Interim Financial Statements)
and
Accounting Standard No. 12 (Quarterly Financial Statements)
and reorganizes them into a single accounting standard for
interim financial statements
.
Previously, different accounting standards applied to interim and quarterly financial statements, which could result in differences in accounting treatment within the same fiscal year.
Under this standard, a unified framework for accounting and disclosure applicable to interim financial statements has been established, based on the principle that financial results should not be affected by differences in reporting frequency, such as:
  • Annual
  • Semi-annual
  • Quarterly
Effective date:
  • Mandatory application:
    Applicable from the first interim period of fiscal years beginning on or after April 1, 2026
  • Early adoption:
    Not permitted.
As a result, companies with a fiscal year ending March 2027 will generally be subject to this standard.
Impact on templates:
This standard does not significantly change the fundamental concepts of accounting treatment.
At present, no changes to templates are required.
◎実務対応報告第47号「非化石価値の特定の購入取引における需要家の会計処理に関する当面の取扱い」
This Practical Guidance was issued to clarify the accounting treatment applied by customers for
non-fossil fuel value
acquired through transactions such as
Virtual Power Purchase Agreements (Virtual PPAs)
, which have increased in recent years.
Previously, there was diversity in practice regarding:
  • whether non-fossil fuel value should be recognized as an asset,
  • whether it should be accounted for as a derivative, and
  • the appropriate timing of expense recognition.
Based on the view that non-fossil fuel value is acquired for self-consumption purposes and does not generate direct economic benefits as an asset, this Practical Guidance clarifies that:
  • Non-fossil fuel value should, in principle,
    not be recognized as an asset
    ; and
  • The related consideration should be
    recognized as an expense when certain conditions are met
    .
Effective date:
  • Mandatory application:
    Applicable from the beginning of fiscal years starting on or after April 1, 2026
  • Early adoption:
    Permitted.
Accordingly, companies with a fiscal year ending March 2027 will generally be subject to this guidance.
Impact on templates:
As this Practical Guidance does not require the recognition of new assets or liabilities, and is considered within scope but not applicable to the model content, no template changes are required at this time.
◎実務対応報告第48号「防衛特別法人税の会計処理及び開示に関する当面の取扱い」
This Practical Guidance clarifies that the
Special Defense Corporate Tax
, introduced by the FY 2025 tax reform, is imposed as a surtax on corporate income tax and therefore qualifies as
income-based tax expense
(i.e., a tax based on profit).
As a result, the method for calculating the statutory effective tax rate is affected.
Although this guidance is within scope, it is not applicable to the model content, and accordingly, no template changes are required at this time.
