Scenario

Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.

Cause

Solution 1: Use Hidden Administrator

Select
Start
and search for
Command Prompt
.
Right-click
Command Prompt
and select
Run as administrator
.
Enter
net user Administrator /active:yes
and use
Enter
.

If you receive an error message in the command prompt saying that you don't have access to enable this Administrator account, try a different user account. An error during this process may indicate a permissions-related issue that may be causing other issues with the current user account.
Sign out of your Windows profile.
Sign back in using the
Hidden Administrator
account with your current credentials.

By default, this user account doesn't have a password and you aren't required to create one. When you're finished using it, you can disable it:
Open
Command Prompt
and select
Run as administrator
.
Enter
net user administrator /active:no
and use
Enter
.
Try the installation again that caused the error.
