You can assign Administration rights to a NetStaff CS portal so they can create NetClient CS portals. This permission will allow the NetStaff CS user to see the list of companies that have data available though NetClient CS or NetStaff CS.
To restrict which clients the NetStaff CS portal can access, use the Client Exclusions feature in that person's NetStaff CS user permissions.
You want a NetStaff CS user to setup NetClient CS portals for Remote Payroll, but you do not want this person to see the firm's Payroll client in the list, since you use Remote Payroll to process your firm's payroll.
Login as the Portal Administrator.

Select
Users
in the NetStaff CS section.
Select the NetStaff CS user.
Select Enable next to Client Exclusions. Companies that have data available will be listed. Mark the checkbox for any clients that this NetStaff CS user should not have access.

Exclude specific NetClient CS access from a NetStaff CS portal

next to Administration.
Under Modules for Administration, select and mark the checkbox for NetClient CS portals that this NetStaff CSportal should be able to edit.

When the NetStaff CS poral logs in and clicks Administration, they will only have access to the NetClient CS portals you specified and they will be able to create new NetClient CS portals.
