Out-of-plan charges are document charges outside of your online/software subscription plan.
When you retrieve or deliver documents that aren't included in your online/software (such as but not limited to Westlaw Classic, Westlaw Edge, Practical Law) subscription plan, you'll be charged the rates listed on the subscriber pricing guide for those documents.
