Chairman of Thomson Reuters Founders Share Company, Kim Williams, to Retire; Board Appoints Dr. Stephen J. Toope as Successor and Names Emma Cowdroy as Director
New York, January 13, 2026 – Thomson Reuters Founders Share Company (TRFSC) today announced that Kim Williams will retire as chairman of the Board, and that the Board has appointed Doctor Stephen J. Toope, previously director of the TRFSC Board, to succeed him as chairman. Anne Bouverot, a director on the board, has been appointed deputy chair, effective December 31, 2025. In addition, the Board named Emma Cowdroy as a director of the Board on October 1, 2025.
Mr. Williams will step down following a period of distinguished service to the Founders Share Company, which safeguards the Thomson Reuters Trust Principles ensuring the independence, integrity and freedom from bias of Thomson Reuters and Reuters News. Under his leadership, the TRFSC Board has overseen the continued application of the Trust Principles during a time of rapid transformation in global media, data and information services.
"It has been a privilege to serve as chairman and to play a part in safeguarding the Trust Principles, which are fundamental to the independence and credibility of Thomson Reuters,” said Williams. “I am delighted that Stephen will succeed me as chairman. He brings wisdom, judgment and deep global experience to the role.
"Kim has been an outstanding steward of the Trust Principles," said Toope. "His deep understanding of media and governance has helped the Founders Share Company navigate enormous change while keeping its purpose crystal clear. On behalf of the Board, I thank him for his leadership and his long commitment to editorial independence and integrity."
Since joining the TRFSC Board in 2024, Toope has worked closely with fellow members and Thomson Reuters leadership to uphold and interpret the Trust Principles in a complex and evolving geopolitical and technological environment. He currently serves as president and CEO of the Canadian Institute for Advanced Research, a Canadian-based global research organization that brings together teams of top researchers from around the world to address important and complex questions. He previously served as vice-chancellor at the University of Cambridge and president and vice-chancellor of the University of British Columbia.
"I am honoured to assume the role of chairman," Toope said. "The Trust Principles remain as vital today as when they were created in 1941. In an era of information overload and rising concern about accuracy and bias, the role of the Founders Share Company has never been more important."
The Board also announced the earlier appointment of Emma Cowdroy as director, effective October 1, 2025. Ms. Cowdroy is a senior media and governance executive with extensive board, legal and regulatory experience in independent journalism, public interest media and corporate environments.
"Emma brings a powerful combination of legal, editorial and governance expertise," said Toope. "Her experience working at the intersection of media freedom, public trust and corporate responsibility will be an asset to the Founders Share Company as it continues to oversee the application of the Trust Principles worldwide."
