ECN/Dual Use List (Quick Lookup)
The
ECN/Dual Use List (Quick Lookup)
screen is used for searching through Export Control Lists (e.g. Dual Use Lists, Munitions Lists, etc.). This screen assists you with determining whether an export license is needed based on the country of export.ECN/Dual Use List (Quick Lookup) is especially convenient for mobile devices. The screen automatically adjusts to a mobile-sized screen, but maintains all the same functionalities.
When you search for a subscribed-to Export Control List for a specific ECN or ML number, this screen displays the details associated to that ECN or ML Number such as:
- Controls
- License Exceptions
- Related Definitions
- Notes
- Related Controls
This screen can be accessed by choosing
ECN/Dual Use List (Quick Lookup)
from the Content
menu.
VIEWING INFORMATION BY ECN LIST
Export Control Numbers (ECN) or Munitions List (ML) numbers can be searched by country or regulation list (e.g. U.S. EAR/Commerce Control List).
Select Regulation List
In the
Select the Regulation List
drop-down, enter a 2-character ISO Country Code, a country name, or a Regulation List keyword. Choose a listed option. See examples below.ISO Country Code

Select ECN/ML Number
After choosing a regulation list from the
Regulation List
drop-down, choose an exact ECN Number to search. Start with the regulation category and choose an exact ECN Number through the guided drop-down, which shows the number and the description.
If the exact ECN Number is unknown, use keywords matching ECN/ML Number descriptions from the selected regulation list. ECN/ML numbers with descriptions containing the provided keywords will show as suggestions in the guided drop-down. Moving the mouse over an option highlights the option in blue, as shown below:

Selecting an ECN Number from the drop-down opens the
ECN/Dual Use List Detail
screen. The detailed information for the ECN Number is now available in a tabbed format.
Header
The
Header
tab provides basic information for the ECN, including units of measure (if provided by the government agency) and the regulation website.
Control Reasons
The
Control Reasons
tab indicates whether a license is needed to export products using the selected ECN and which countries require a license. This tab has a grid of control reasons linked to the specific ECN.The

tab has the following five (5) columns:Columns | Description |

Group Description | The control group name for the selected regulation. If available, a link with more information will be provided. |
Group Code Name | The code name the selected control. |
Condition | The conditions related to this control & ECN, if any are provided by the government source. |
Effective Date | The effective date of the regulation. |
Expiration Date | The expiration date of the regulation. |
Since a single ECN may have multiple controls, you should check all controls to determine if a license is required. One way to check is to filter based on country of import as described in the
Filter Data by Country of Destination
section below.It is also possible to extract the list of control reasons to Microsoft Excel. This can be done by clicking the
Export to Excel
button at the top of the grid.

View Additional Control Reason Details
To see additional details about a specific control reason, select > (expand) in the Group Description column.
The following additional columns will appear:

To see additional details about a specific control reason, select > (expand) in the Group Description column.

Available Licenses/Exceptions
The
Available Licenses/Exceptions
tab indicates whether a license exception or available license exists for a specified ECN. Each country uses different methods to determine if an export is controlled and if there is an available license or license exception to be used. You must understand the specific Export Control List they are viewing.The

Group Description | The group name that applies to the license or license exception. If the source government has a website link with more information, this column will hyperlink to that website. |
License/Exception | The available License Code or License Exception Code for the ECN. |
License/Exception Detail | More detailed information and a description for the ECN and the License/License Exception. |
Effective Date | The effective date of the exception to regulation. |
Expiration Date | The expiration date of the exception to regulation. |

Notes
The
Notes
tab provides any notes available for the ECN. If no notes are provided by the regulation for this ECN, none will display. It is also possible to extract the list of notes to Microsoft Excel. This can be done by clicking the Export to Excel
button at the top of the grid.
Related Definitions
The
Related Definitions
tab provides any related definitions applicable to the selected ECN. If no related definitions are provided by the regulation for this ECN, none will display. It is also possible to extract the list of definitions to Microsoft Excel. This can be done by clicking the Export to Excel
button at the top of the grid.
HS Related Controls
The
HS Related Controls
tab provides any related HS (Harmonized Schedule) numbers published by the government for the selected ECN. HS Related Controls has two sub-tabs: Country
and Global
.Note that correlations between ECN and HS Numbers are not recommendations or one-to-one matches. Many governments publish ECN and HS Numbers that have been filed alongside each other by actual exporters, but do not officially endorse the correlations.
HS Related Controls (Country)
The
Country
sub-tab shows which HS Numbers from the export tariff schedule of the selected country of export have been associated with the specific ECN Number. The Country sub-tab has the following columns:Columns | Description |

Tariff Schedule | The Tariff Schedule from which the associated HS Number originates. |
Number | The HS Number related to the ECN Number. |
Note | A note explaining the relationship between the HS Number and the ECN Number. |
Effective Date | The effective date of the HS Number. |
Expiration Date | The expiration date of the HS Number. |

column has a link to the Global Tariffs
screen with the details for the specific HS Number and tariff schedule.

HS Related Controls (Global)
The
Global
sub-tab shows which 6-digit HS Numbers have been filed alongside specific ECN Numbers (or converted equivalents) around the world. The Global sub-tab has the following columns:Columns | Description |

ECN Number | The top-level ECN associated with the selected ECN Number, shown in the format of the list being viewed. |
Global HS | The 6-digit HS Number related to the ECN Number. |
Description | The official description for the 6-digit HS Number. |
Reference | The country or country group for which the displayed HS Number and ECN Number were filed alongside each other. |
The
Global HS
column has a link to the Global Tariffs
screen with the details for the specific HS Number and tariff schedule.

Export Related Controls
The
Export Related Controls
tab provides any related export controls for the ECN. Examples of related controls include “ECN” (referencing another Export Control Number) and “ML” (referencing another Munitions List Number).The
Export Related Controls
tab has the following columns:Columns | Description |

ECN Number | The top-level ECN associated with the selected ECN Number. |
Regulation List | The export regulation list containing the related ECN Number. |
Type | Indicates the Related Control Type referenced (ECN, ML, etc.) |
Number | The related control number for the selected ECN. This column provides a link to the specific related control. |
Note | A note that applies to the related control and ECN. |
Effective Date | The effective date of the related control. |
Expiration Date | The expiration date of the related control. |
If the related control is an ECN or ML Related Control Type, clicking the hyperlink in the
Number
column will redirect the to the ECN/Dual Use List (Quick Lookup)
screen with the detail for the specific ECN and Regulation now displayed.

It is also possible to extract the list of export related controls to Microsoft Excel. This can be done by clicking the
Export to Excel
button at the top of the grid.
Documents
The
Documents
tab contains document information and samples associated with the ECN Number, where available. There are two (2) grids under the tab: Main Documents
and Supporting Documents
.Document names are hyperlinked to a detail pop-up providing additional information about the documents and access to a document sample, if published by government authorities.


SWITCHING BETWEEN REGULATION LISTS
To switch between regulation lists, search for a new keyword, or search for a new ECN Number; use the type-ahead feature at the bottom of the screen. The system will suggest similar numbers in the new regulation list.
