ECN/Dual Use List Screen

The
ECN/Dual Use List
 screen searches through Export Control Lists, such as Dual Use and Munitions Lists. This screen assists users with determining whether an export license is needed based on the country of export.
This screen can be opened by choosing
ECN/Dual Use List
 from the
Content
 menu.

VIEWING INFORMATION BY ECN LIST

Once in the
ECN/Dual Use List Search
 screen, the
Regulation List
 drop-down appears.
Choose a regulation list by looking through the drop-down to select a regulation list. It is also possible to type an ISO Country Code or full country name for a regulation (i.e. type United States to view the EAR). You can only view the Export Control Lists within your client company’s subscription.
The categories for the selected regulation list will appear below, displaying the category number and category description. To navigate through a specific category, click the + button left of the category number.
This action will display the ECN Number(s) beneath the category. You may continue scrolling down to navigate through a regulation category.
To view details about an ECN Number, click the
View Details
 hyperlink. This opens a new pop-up to display the
ECN Detail
 tabs.

SEARCHING FOR A SPECIFIC ECN NUMBER

You may also enter a specific ECN Number to view the ECN Detail.
At the top of the
ECN/Dual Use List
 screen is a field called
ECN Number/Description
. Type a full ECN Number or start typing an ECN Number beginning with the category number.
The system will display the available ECN Numbers and descriptions that start with the entered text.
Selecting a number takes you to that ECN Number in the hierarchy of the regulation list.
To view the details, click the
View Details
 hyperlink.

SEARCH BY ECN DESCRIPTION

Keywords can be used to search within the descriptions of all ECNs within a selected regulation list, even if the specific ECN Number is unknown. The
Keyword Search
 feature automatically suggests ECN Numbers with descriptions including the user-provided keywords.
Providing multiple keywords causes the system to search for ECN descriptions containing all keywords. For example, if you search
GPS system
 in the
ECN Number/Description
 field, the system searches for an ECN description match with both “GPS” and “system” as part of the description.
When searching by keyword, the guided drop-down shows “ECN Quick Search Keywords” as the first result. This is followed by a list of ECN Numbers with descriptions containing the user-provided keyword as shown below.
You may select a specific ECN Number from the guided drop-down or search using
ECN Quick Search
. If only one ECN matches the entered search terms, the system takes you directly to that ECN within the regulation list. If multiple results are returned, a new window opens.
This pop-up shows the top-level ECN Number where a match was found on the search terms, along with the number of matches found. Note the keyword is highlighted in the description for each ECN Number shown. Some of the top-level ECN Numbers shown in this window do not contain the keyword within the description, but still appear as results because additional ECN Numbers beneath them contain the keyword in the description.
The
ECN Quick Search
 initially displays only the top-level ECN Numbers associated with the keyword provided. From here, navigate through the guided description search until a final ECN is chosen.
Some keywords do not appear in the description, but are associated with the ECN through the index of the regulation list.
ECN Quick Search
 will still find numbers based on these associations, but the highlighted keyword will not be shown.
After selecting a final ECN, you are taken to that ECN within the selected regulation list.

FILTER DATA BY COUNTRY OF DESTINATION

You may filter information in the
Control Reasons
 and
Available Licenses/Exceptions
 tabs for a specific Country of Destination. At the top of the
ECN/Dual Use List
 detail screen is a drop-down called
Country of Destination
. Choose a Country of Destination from this drop-down.
Once a Country of Destination is selected, the screen updates the
Control Reasons
 and
Available Licenses/Exceptions
 tabs. The
Control Reasons
 tab shows only the controls that apply based on the selected Country of Destination. Note the Country List shows only the applicable countries, based on the selected Country of Destination.

Available Licenses/Exceptions
 tab shows only the available licenses or license exceptions that apply based on the selected Country of Destination. The Country List shows only the applicable countries, based on the selected Country of Destination.
If no reasons for control are available for the selected ECN, the screen shows
There are no Control Reasons to display
. This is solely based on the selected Country of Destination. If a different Country of Destination is selected, a control may apply.

SEARCH GUIDING TO ECN NUMBER FROM ONE REGULATION LIST TO ANOTHER

This functionality allows you to switch between different export regulation lists while searching for a specific ECN Number. This is done by using the search bar at the bottom of the screen to select a new regulation list.
If the particular ECN Number is unavailable in the selected export regulation list, the screen redirects the user to the closest matching ECN Number in that export regulation list.
A link appears at the top of the
ECN/Dual Use List
 screen for some lists. For example, when searching the United States
EAR/Commerce Control List
, a link called
Commerce Control List Country Chart
 appears at the top of the
ECN/Dual Use List
 screen. This
Country Chart
 hyperlink brings up the website where the regulatory data is published.
Clicking the country and list name hyperlink below opens the
Past Updates Detail
 pop-up. Detailed instructions for navigating the updates screen are outlined below.

RECENT SEARCHES

Recent searches can be viewed on the
ECN/Dual Use List
 screen.
Above the search fields section is a link called
Recent Searches
. Clicking this link displays the ECN Number and Description searches performed over the past thirty (30) days for a given partner/user combination.
A new window appears to display a list of all the searches you have performed over the past thirty (30) days. The
Recent Searches
 screen will display the country, regulation list, and ECN or Description that was searched.
To close this screen and return to the
ECN/Dual Use List
 screen, click
Close
 in the top right corner of the pop-up.
If
View
 is clicked beside a specific search record, the search will be performed again, opening the ECN Number in the regulation list hierarchy within the regulation list selected.
