Free Circulation: Simplified and Local Clearance Customs Procedures (Pre-Arrival)
The
Pre-Arrival
declaration type is used to transmit Simplified and Local Clearance declarations (VZA/AZ) into free circulation as a Pre-Arrival Declaration. Simplified Declarations can be supplemented at a later stage to contain more details about the declaration and the attached goods items. The only differences are:
- TheDeclaration Type(Anmeldeart) field must to be set toF
- ThePre-Arrival Indicator(Vorzeitige Eingabe) field needs to be set toJ

Marking the Declaration as a Pre-Arrival Simplified Declaration
To change the declaration to be a Pre-Arrival Simplified Declaration, open the
Header
tab and change the fields listed below to have the following values. If the values on the screen are different, then change the values to match these:

The
Message Group
field will then change to a value of ZVV
, which means the declaration has been marked as a Pre-Arrival Simplified Declaration.
Acknowledgment of Pre-Arrival Declaration from Customs
When Customs acknowledges the receipt of a Pre-Arrival Declaration, a CUSREC (Custom Receipt) incoming message will appear on the grid. The
Arrive
button will then become visible for the first sequence and the declaration’s state will change to Anticipating Arrival
.A CUSCON (Arrival Notification) is a declaration that the participant uses to confirm submission of a Pre-Arrival Simplified Declaration.
To open the CUSCON (Arrival Notification) declaration screen, click
Arrive
. This will create a new sequence.
Click the expansion arrow on the far left to expand and view the CUSCON declaration. Enter any required data in the fields below, and then click
Save and Validate
.
Save and Validate
will run a series of validation checks to confirm there are no errors in the data. If any errors exist, they will appear in the Validation Warnings
tab and must be resolved in order to proceed.If there are no validation warnings or all validation warnings have been resolved, the
Transmit Arrival
button becomes available for the CUSCON (Pre‑Arrival Declaration) to be submitted to Customs.To send the Pre-Arrival Declaration to Customs, click
Transmit Arrival
. The incoming message will then be received by Customs.
Another party outside of the ONESOURCE system may be responsible for submitting the Arrival Notification. In this case, the system will process the required response messages.
After the file is transmitted, the outgoing XML file can be viewed by clicking the notification link
