Incoming Messages and States of Declarations

Incoming messages from German Customs affect the state of declarations, depending on which message is received. Declaration states are used to determine the following:
  • If any additional steps must be performed in order to complete the process
  • Whether a Simplified Declaration can be used in a Supplementary Declaration
These messages and declaration states are explained in further detail in the sections below.

Customs Receipt (CUSREC) Incoming Message

The main function of a CUSREC (Customs Receipt) incoming message for a Simplified Declaration is to inform you of the following:
  • Acceptance or rejection of the declaration and its associated goods items
  • (If the declaration was rejected) any present errors that must be resolved in order to process the declaration
Once all goods items have been accepted by Customs, the Declaration Status and State values will change to
Received
. All fields will be locked to prevent further editing.
If one or more fields contain an error, then the declaration will not be accepted by Customs. Make any necessary changes (as listed in the
Validation Warnings
tab) and transmit the declaration again.

Functional Error

If a functional error is received, at least one field did not adhere to the rules specified by Customs.
The CUSREC incoming message contains more detailed information regarding the error. The
Declaration Status
will say
Functional Error
and the State will be
Draft
so that the declaration can be corrected and retransmitted.
To determine why and where the error occurred, click the expansion arrow for the CUSREC message and expand to see the details.
The following are prefixes used by Customs to explain the message error type:
Message type
Meaning
ERR
Error
. This type of message requires the user to take action to resolve an error before Customs can accept the declaration.
INF
Information
. This type of message contains further information from Customs for the user’s reference, but no action needs to be taken.
WRG
Warning
. This type of message is only received for supplementary declarations.
In the functional error example below, the error (ERR) is at the header level.
The
Error Description
column gives more detail about why the warning, information or error was received.
In the functional error example below, the error (ERR) is at the item level.
The
Item Number (SAD Box 32)
column indicates which Goods Item has the error.
The
Item Error Description
column gives more detail about why the warning, information or error was received.
Once all errors (ERR) have been fixed, click
Save and Validate
to ensure there are no further validation warnings.
If there are no remaining validation warnings, the
Transmit
button becomes available.
To send the declaration to Customs, click
Transmit
.

Customs Response for Release (CURREL)

The main function of a Customs Response for Release (CURREL) incoming message is to inform you of the following:
  • Acceptance, Not acceptance, or Rejection of the goods items after examination by Customs
  • The Return of not accepted or rejected goods items
If the CURREL accepted all goods items, the
Acceptance Decision Type
will contain a
J
(Anmeldung angenommen,
Release Indicator
column will contain a
J
(Ware überlassen and the
Rejected Indicator
column will contain an
N
(Zollanmeldung nicht zurückgegeben). The goods item State is
Accepted
.
If the CURREL does not accept one or more goods items, the
Acceptance Decision Type
column will contain an
N
(nein), the Release Indicator column will contain a
J
(ja) or
N
(nein), and the
Rejected Indicator
column will contain an
N
(nein). The goods item State is
Not Accepted
. These items can be resubmitted to Customs by you.
If the CURREL rejected one or more goods items, the
Rejected Indicator
column will contain a
J
(ja). The values in the
Acceptance Decision Type
and
Release Indicator
columns are not relevant and can have any values. The goods item State is
Rejected
. These items cannot be resubmitted to Customs.

If a goods item is
Rejected
or
Not Accepted
, it means Customs has returned the item to the participant. A
Not Accepted
item (that has not been rejected), can be resubmitted to Customs after corrections have been made, but a
Rejected
item cannot be resubmitted.

Resubmitting a Returned Item

To resubmit a
Not Accepted
returned item, click on the
Process Returned Goods
Items button.
Clicking
Process Return Goods
Items will create a new Simplified Declaration that contains copies of the returned items. This new declaration can then be modified and resubmitted.
Items that were initially accepted will remain in the original Simplified Declaration and can be processed further in a Supplementary Declaration.
To resubmit the previously returned items on the new Simplified Declaration, click
Save and Validate
. Any validation warnings will appear in the
Validation Warnings
tab and must be resolved before the declaration can be transmitted.
Once there are no remaining validation warnings, click
Transmit
. The items will then be re-sent to Customs.

Rejected Items

A CURREL incoming message can also contain information explaining why Customs rejected a goods item.
If the CURREL rejected an item, the
Rejected Indicator
column will contain a
J
(ja). This means that Customs rejected the goods item.
In the image below, goods items 3 and 4 have been rejected by Customs.

Customs Tax Assessment (CUSTAX) Incoming Message

A Customs Tax Assessment (CUSTAX) incoming message is the final step in the Simplified Declaration process.
No further processing can be done to a declaration after this message is received. The state of the declaration and goods items will become
Assessed
.
A CUSTAX incoming message contains reasons and findings regarding duty and tax calculations. Since the Simplified Declaration contains insufficient data for an absolutely correct calculation, these amounts are not final.
A CUSTAX incoming message may also contain amendments:
  • Fields that Customs changed
  • Amendments to existing documents
  • New documents
If the CUSTAX contains an amendment, then the system will create a copy of the outgoing declaration prior to the CUSTAX sequence. This copy contains the updated information provided in the CUSTAX.

Viewing Amendments to Declarations

To view amendments to a declaration, click on the
Tax Duty Details
tab and choose an item number from the sub-grid below.
To expand the item number, click the expansion arrow to the far left.
Click on the
Deviating Stipulations in Findings
sub-tab. If any amendments have been made to the declaration, they will become visible.

Viewing Amendments to Declaration Documents

To view amendments to a declaration document, click on the
Tax Duty Details
tab and choose an item number from the sub-grid below.
To expand the item number, click the expansion arrow to the far left.
Click on the
Document Information
sub-tab. If any amendments have been made to the declaration documents, they will become visible.

Generating a Findings Report

CUSTAX messages can be used to generate two different reports, as described below.
Report type
Description
Findings Report
Generates an Adobe .pdf report for the CUSTAX received in the selected sequence.
Latest Findings Report
Generates an Adobe .pdf report for the most recently received CUSTAX incoming message for the selected declaration.
To generate a Findings Report, click on the expansion arrow to the far left of the Tax Assessment (GCTAXI) sequence number.
Once the sequence is open, click

Generating a Latest Findings Report

To generate a Latest Findings Report, click on the expansion arrow to the far left of the most recent copy of the declaration.

Each time a report is generated, it will be stored and saved under the
Documents
tab. Previously generated reports can also be opened and reviewed from this tab. To open a document, click the hyperlink to the .pdf.
After the Simplified Declaration and its associated goods items have been assessed, it can be attached to the Supplementary Declaration. However, this action cannot be performed until the next day.
The CUSTAX report’s footer shows a GUID for traceability purposes. The footer is made up of a GUID and date time stamp.

Other Incoming Messages

Within the normal process of submitting Simplified Declarations to German Customs, there are some incoming messages that should not be received.
Technical messages can be received from Customs for various reasons and are indicated by the
Declaration Status
in the landing page containing
Technical Error
.
Listed below are the different types of error messages that can be received.
Due to the technical nature of the below errors, no further information will display. If you receive any the below messages, please contact Support@IntegrationPoint.com immediately.
Message type
Description
CONTROL
This type of message is called a Control message and is displayed as a
Technical Error
message. This error will appear if there is an error with the XML structure of the outbound message.
Non-Delivery Reports
This type of message appears when the declaration contains an incorrect declaration office or the incorrect EORI information. This data is specific to each partner and assigned by German Customs to their partners.
Error Files
This type of message appears when the declaration contains an incorrect declaration office for the type of transmitted message.

“Supplement”: Attach Simplified Declaration to a New Supplementary Declaration

To attach an Assessed Simplified Declaration to a new Supplementary Declaration (when viewing a Simplified Declaration), click
Supplement
.
A new Supplementary Declaration will then be opened, and the Simplified Declaration can be seen in the
Declarations
tab.
