Incoming Messages and States of Declarations

Customs Receipt (CUSREC) Incoming Message

A
Customs Receipt
(CUSREC) incoming message provides information as to whether a Supplementary Declaration was accepted or rejected by Customs, as well as any present errors.
Once all goods items have been accepted by Customs, the Declaration Status and State will both show a value of
Accepted
. All fields will lock to prevent any further editing.
If there is an error in one or more items but at least one goods item was accepted by Customs, the declaration header shows a value of
Accepted
and the
Fix
button becomes visible. This button can be used to edit the declaration and fix the Customs errors.

Functional Errors

If a functional error appears, at least one field did not adhere to the Customs rules and regulations. The CUSREC incoming message contains information regarding what the error is.
To see where the error occurred, click the expansion arrow on the far left. The
Declaration Status
will say
Functional Error
and the State will say
Draft
.
You may then edit and retransmit the Declaration.
The following prefixes are used by Customs to explain what type of error occurred:
Error
Meaning
ERR
Error
. This type of message requires the user to take action to resolve an error before Customs can accept the declaration.
INF
Information
. This type of message contains further information from Customs for the user’s reference, but no action needs to be taken.
WRG
Warning
. This type of message is only received for supplementary declarations.
The
Item Number (SAD Box 32)
column shows which goods item contains the warning, information, or error.
The
Item Error Description
column provides more detail about why the warning, information, or error was received.
Make any necessary changes to resolve the error.
Once all errors (ERR) have been corrected, click
Save and Validate
to ensure there are no further validation warnings. If there are no further validation warnings, the
Transmit
button becomes available.
To send the updated Declaration to Customs, click
Transmit
.
The CUSREC incoming message also notifies the participant when a declaration and/or goods item has been rejected and returned by Customs.

Entire Declaration Returned

If an entire declaration was returned, the CUSREC incoming message will contain an error code of “1” in the
Header Errors
tab, along with the text: Die Anmeldung wurde zurückgegeben (The Declaration has been returned).
The
Resubmission
button can be used to edit or re-transmit the declaration.

One or More Goods Items Returned

If one or more goods items were returned, the CUSREC incoming message will contain an error code of “27” in the
Header Items Errors
tab, along with the text: Die Postion wurde zurückgegeben (“The Position was returned”).
The
Resubmission
button can be used to edit or re-transmit the declaration.
The relevant buttons will appear on the screen when these two instances occur.

Customs Tax Assessment (CUSTAX) Incoming Message

A Customs Tax Assessment (CUSTAX) incoming message provides reasons and findings regarding the duty and tax calculations for a declaration. When this message is received, both the declaration’s Declaration Status and associated Goods Items will show a value of
Tax Assessment
.
A CUSTAX incoming message may also contain any of the following:
  • Amendments to fields that Customs changed
  • Amendments to existing documents
  • New documents
When a CUSTAX message with amendments or new documents is received (sequence 5 in the example below), a new CFCPED sequence (sequence 4 in the example below), is created that contains the amended/new information that was provided in the CUSTAX.
The original information that was transmitted to Customs can be seen in sequence 2 in the example below).

Reviewing CUSTAX Amendments to Fields and Declarations

To review the list of amendments to fields and declarations, expand the CUSTAX message and click on the
Tax Duty Details
tab. Next, choose a line item to review and click its corresponding expansion arrow.
Once the record is expanded, open the
Deviating Stipulations in Findings
tab. The field names, change types, and previous and new field values will be displayed.

Reviewing CUSTAX Amendments to Documents

To review the list of amendments to documents, expand the CUSTAX message and click on the
Tax Duty Details
tab. Next, choose a line item to review and click its corresponding expansion arrow.
Once the record is expanded, open the
Document Information
tab. The updated list of documents will then appear along with various statuses and reason codes.

Generating Findings Reports

The generation of CUSTAX .pdf reports for Supplementary Declarations can be done in the same way as for Simplified Declarations. Refer to sections Generating a Findings Report, and Generating a Latest Findings Report for more information.

Customs Transmission (CUSTRA) Incoming Message

A
Customs Transmission
(CUSTRA) message occurs when a Supplementary Declaration is subjected to further processing by the main Customs office. This message also informs the participant that the Supplementary Declaration has reached the status
Customs declaration with final tax assessment with tax amendment
.
This message type is specific to a Supplementary Declaration and does not change the state of the Supplementary Declaration.

Reasons for Not Finally Fixed Import Taxes (NFFTAX) Incoming Message

A
Reasons for Not Finally Fixed Import Taxes
(NFFTAX) message occurs when final import duties or a final tax basis cannot be determined. This message contains information regarding the grounds for not receiving a final legal assessment (CUSTAX).
This message type is specific to a Supplementary Declaration and does not change the state of the Supplementary Declaration.

Customs Notification of Attribution (CUSNOA) Incoming Message

A
Customs Notification of Attribution
(CUSNOA) message occurs when a document in the declaration is updated with a new Depreciation Amount/Value, depending on whether certain conditions are met. This message is received when the document type is for importing textiles.
This message type is specific to a Supplementary Declaration and does not change the state of the Supplementary Declaration.

Other Incoming Messages

Some incoming messages should not be received during the normal process of submitting Supplementary Declarations to Customs.
Technical messages can be received from Customs for various reasons. If a technical message is received, the
Declaration Status
field on the landing page will show a value of
Technical Error
