FTA: Content Maintenance Procedures - Exception Rules

The majority of rules in any FTA are typically TS or RVC-based or some combination of the two. However, there are also cases where special processing conditions may apply that are not as straight -forward mathematical calculations or shifts and/or instances where specific materials may also be required in or excluded from the manufacturing process. Further, there may also be scenarios where multiple rules can apply to the same HS heading/subheading, etc.
In these situations, we will “block” the rule from being applied using an exception flag in our system. This allows us to identify these rules that will impact client BOMs during implementation and provides us the opportunity to coordinate these special requirements with the clients to best understand how the different conditions apply to their product lines. Once we have coordinated the necessary information, we will save the rule locally in that client’s partner so it only applies to them and remove the exception flag from the rule and/or make any other modifications so that the rules will apply as directed by the client.
Occasionally after the initial configuration of all the exception rules during the implementation process, a new rule may be triggered that hits one of these rules that are still marked as exceptions. When this happens, you will receive a message during BOM Analysis “Rule Marked as an exception. Please contact your System Administrator.” At this point, you can create a support ticket for the coordination process to begin for that rule(s).
