FTA: Content Maintenance Procedures - Mapping Rules of Origin to Preferential Rates

Objective

To map Rules of Origin in Free Trade Agreements (FTAs) to preferential rates available in the Duty Details screen under the Global Tariffs page.

How it works

1. We map the Rules of Origin in an FTA to the relevant preferential rates in the Duty Details screen. This allows you to see the requirements necessary to obtain the preferential rate.
Example: CHINA-KOREA FTA is mapped to a relevant preferential rate, providing information about the rules of origin.

Metrics

• Over 97% of preferential rates are mapped to show the associated rule of origin in the system.

Limitations

  • We only load rules against rates that apply to countries in our top priority country list and to countries in sold agreements.
  • If neither country in an FTA is on the top priority country list, the rule will not be mapped to a rate unless requested by a client. For example, China-Nicaragua would show up because China is on the list, but Uzbekistan-Zimbabwe would not because neither are included in the priority list.
  • Special Cases:
    • Sold agreements like EFTA (Iceland, Liechtenstein, Norway, Switzerland) will have mapping available even though they are not in the top priority country list.
    • GCC (United Arab Emirates; Bahrain; Saudi Arabia; Oman; Qatar; Kuwait) is also in the priority country list, but with separate preferential rates for each country.
