What is the Ocean House Bill Update?

The HBOL reporting changes apply only to Ocean mode of Transportation. For FTZ filers filing admissions, HBOL information that includes the SCAC and House bill number is required along with the Master SCAC and Bill number, if the bill is manifested as a master and a house. For FTZ filers filing action codes (Permit to Transfer (PTT), Arrival and Concurrence), HBOL information that includes the SCAC and House bill number is required without the Master SCAC and Bill number if the bill is manifested as a master and a house, and the action is requested at the house bill level.
For QPWP filers, HBOL information that includes the SCAC and House bill number, is required along with the Master SCAC and Bill number if the bill is manifested as a master and a house and the inbond is requested at the house bill level. In all cases, filers that manifest at Simple or Regular Bill level only, need to continue to report as done today. Nothing will change in how reporting is handled in those cases.
In addition to these changes, if you are a PTT filer there are two new action codes that CBP has introduced. There will be an Arrive PTT and Un-Arrive PTT introduced when CBP promotes the changes to production. These two new actions will be for Ocean and Rail modes of Transportation only and CBP has confirmed they will update the CATAIR to reflect this specification.

How do I know if I manifest at the House Bill Level?

Your ONESOURCE GTM team is unable to tell you how your shipments are manifested. As we have been working with CBP and the TSN, we are seeing how very important it is that you work with your carriers, transportation department and/or brokers to understand and prepare if you need to start reporting HBOL data.
You cannot rely on your current CBP filings to know because you currently only report at the Master Bill of Lading (MBOL) level. Once you have done that, we suggest that you verify the data points you currently provide on e214 admissions, PTT, Arrival, Concurrence and QPWP transactions to ascertain if you need to add any additional data under the new reporting rules.

IF I WANT TO REPORT OCEAN MODE OF TRANSPORTATION AT THE HOUSE BILL LEVEL, WHAT DO I DO?

If you manually key QPWP, Manifest and FIFO transactions, the fields will be available to update when CBP promotes to production. You will be able to provide the House Bill of level information on your QPWP, Manifest, FIFO, PTT, Arrival and Concurrence transactions. If you have interface files that need to be updated to include the House Bill of Lading information, a Statement of Work will be needed. Below are what you should consider when updating manually or via interface:
  • QPWP: will require an update to include the House Bill of Lading SCAC and Number, Quantities, and any information specific to the House Bill to ensure data is reported/closed out at the correct level with CBP.
  • FTZ:
    • Manifest: will require an update to include the House Bill of Lading information along with the Master Bill of Lading SCAC and number. House Bill of Lading Number (including SCAC), Quantities, and any information specific to the House Bill will need to be included to ensure data is reported at the correct level. If you are getting feeds from Carriers or Brokers, you will need to work with each one to ensure the information is supplied correctly. The Transport ID field will need to be reviewed to ensure it will marry up with FIFO transactions.
    • Transaction FIFO: will need to be reviewed to ensure the correct level of receipt data is reported and the TransportID will match to the correct Manifest record correctly at the house bill level. The TransportID Field is the key that ties manifest data to the receipt data. Getting that key to correctly match between your Manifest and FIFO Transaction data is one of the hardest challenges in implementation. This key is going to potentially be at a new level, and you will need to test and ensure that any changes made to these files are correct before CBP's move to production.
    • PTT, Arrival and Concurrence Actions: will require an update to include the House Bill of Lading information without the Master Bill of Lading SCAC and number. House Bill of Lading Number (including SCAC), Quantities, and any information specific to the House Bill will need to be included to ensure data is reported at the correct level. If you are getting feeds from Carriers or Brokers, you will need to work with each one to ensure the information is supplied correctly.
