FTZ Management: Knowledge Based Articles - Uyghur Forced Labor Prevention Act (UFLPA) Region Alert – Postal Codes

  1. What filings are impacted?
    The 3461/Entry/Cargo Release and Add Manufacturer ID will be updated to check for valid Postal Codes if the Manufacturer Party (MF) has a country code of CN.
  2. When will these changes go into effect?
    This is in production.
  3. What will CBP be checking and what notifications will they provide?
    a. The three new validations when:
    i. The People’s Republic of China (CN) is selected as a manufacturer’s country of origin for entry,
    ii. CN is selected as a manufacturer’s country of origin when a Manufacturer Identification Code (MID) is created, or
    iii. An existing MID with Country of Origin ‘CN’ is updated.
    b. The validations will be:
    i. Postal code will be a required field.
    ii. Filers will receive an error message if the postal code provided is not a valid Chinese postal code.
    iii. Filers will receive a warning message when a Uyghur region postal code has been provided.
  4. What do I need to update in my system to ensure I am filing properly?
    You would need to update the following:
    a. Company Partners for MF Entity Types utilized on the FTZ 3461 Estimate or Entry Filers that Certify Cargo Release on Entry Summary
    i. Make sure for all ACE MF Entity role codes, there is a Valid Chinese Postal Code on the Addresses for all Countries of CN:
    b. 3461 Cargo Release/Estimate - The SE36 and SE56 address records on the entry file are impacted by this change. Please review the Cargo Release Draft CATAIR for specifics. Note, CBP is simply checking the address you provide in these records on your entry, so if CN is the country in the address for a MF entity type, CBP is expecting a valid Chinese Postal code.
    i. FTZ self-filers need to be thinking about the 3461/Estimate Filings. For your Manufacturer (MF) ACE entity Role Codes on your entry with a Country Code of CN, you need to update your Company Address in Company partners (see how to update Company Partners above) to include a valid Chinese Postal Code. We will transmit to CBP, the postal code associated with the Company Partner you select in the Manufacturer ID field of the estimate:

ii. FTZ broker filers need to be discussing the 3461 filing with your broker and how the data is captured and filed now.
1. If the FTZ is providing the addresses to your broker in your 3461 file, for your Manufacturers on your entry, you need to update your Company Partners for any MF Party from CN to include a valid Chinese Postal Code. Note, if there are any changes needed on the feed extract to your broker, please reach out to your Account Manager to see if an SOW will be required for the update.
2. If the FTZ is NOT providing the addresses to your broker in your 3461 file, you will need to ensure that your broker is making the proper updates and filing correctly on your behalf.
iii. Entry Filers that Certify Cargo Release on Entry Summary need to be thinking about your Entry Summary Filings. For your Manufacturer (MF) ACE entity Role Codes on your Entry Header or on the Invoice Line tabs with a Country Code of CN, you need to update your Company Address (see how to update Company Partners above) to include a valid Chinese Postal Code. We will transmit to CBP, the postal code associated with the Company Partner you select in the Manufacturer ID field of the estimate:

c. Broker Filers using Global Classification and/or Import Management – as illustrated above (4.a.i.), all MIDs for products with CN manufacturers will need to be reviewed and updated as necessary in Company Maintenance to add a valid Chinese postal code.
d. Add Manufacturer ID - Currently it is the $4 record that is impacted. Please review the ACE MID CATAIR Draft v2 for specifics.
i. Add Manufacturer filers will need to include a valid Chinese Postal Code when requesting new MID codes from CBP for manufacturers with a country code of CN. If the Country Code is CN and the ZIP field is blank or an invalid Chinese postal code, CBP will reject your Add MID request. Note, for existing MID codes, it is not required that you update the MID address with CBP. Adding the CN Postal code will only be required when adding NEW MID’s with CBP. CBP did mention that they would add functionality to update existing MID addresses with Postal Codes, but it won’t be a requirement. We will be updating our functionality to update Company Partners with Postal Codes returned from the Add MID functionality, but only if CBP returns a Postal Code.
