Change Functionality (Message Function 36)

A Change message is used to make changes to declarations and their associated goods items that have already been accepted by Customs.
These messages have a
Message Function
of 36.
Change messages vary from the Fix message (explained in section Change Functionality (Message Function 36)). Items can only be "changed” if they have already been accepted by Customs. Items can only be “fixed” if Customs sends a CUSREC (Customs Receipt) incoming message notifying of a functional error.
Customs will not transmit the final CUSTAX (Customs Tax Assessment) incoming message until all warnings have been fixed.
A Supplementary Declaration can be changed at any stage in the submission process, provided the declaration and its associated goods items have been accepted by Customs.
To send a Change message, click
Change
.
Clicking
Change
will create a new sequence. Click the expansion arrow on the far left to view the Change screen.
The declaration can be changed at the following levels as applicable:
  • Supplementary Declaration Header
  • Simplified Declaration Header
  • Goods Item
Any changes to a goods item must be done prior to making any changes to the higher levels.

Making Changes to a Goods Item

To make a change to a goods item, choose the most recent Draft from the main grid and click its expansion arrow.
Then click on the
Declarations
tab and choose a record from the grid and click its corresponding expansion arrow. In the sub-grid, open the
Goods Items
tab. Choose a goods item to modify and click its corresponding
Edit
link on the far left.
Clicking
Edit
will open the
General
pop-up, which contains all available fields for a goods item. However, some fields (shown in gray) are locked as read-only and cannot be modified. Locked fields are determined by Customs specifications.
Make any necessary changes. This will trigger the goods item to be resubmitted to Customs after the
Transmit
button is clicked.
Close the pop-up to save changes and continue.
The Change XML message will only contain goods items with an
Acceptance State
value of
Not Accepted
.
The
Save
action will change the Goods Item from
Accepted
to
Not Accepted
.

“Discard Changes”

You can discard a Change being made to:
  • A Simplified Declaration (using the
    Discard all changes to this Simplified
    )
  • An individual goods item (using the
    Discard Item Change
    ).

Save and Validate

Make all necessary changes to the goods items, Simplified Declaration header, and Supplementary Declaration header. Once these changes have been made, click
Save and Validate
.
The system will then perform a validation process to confirm that the entered data adheres to Customs rules and regulations.
If the data contains errors and one or more fields do not adhere to Customs rules, a warning will appear in the
Validation Warnings
tab for each error. The
Transmit
button will be disabled until these errors are resolved.
Review the warnings to determine where the error exists. Navigate to the discrepant field(s) and resolve the error(s). Once all errors have been resolved, click
Save and Validate
again.
If all errors have been resolved, the
Transmit
button will become available.
To send the Change transmission to Customs, click
Transmit
.
Once
Transmit
is clicked, a notification message appears at the top of the screen to notify you whether or not the message was successfully transmitted.
To view the outgoing XML message, click
View file
.
If successful, the Change message will be accepted by Customs. This will then redirect the screen from the
Change
screen to the normal screen with the previous
Message Function
value.
If unsuccessful, the Change message will be rejected by Customs. The user will remain in the
Change
screen until any and all Customs errors are resolved. Make any necessary changes and re-transmit.
