Handling Returns of Declarations and Goods Items
In a Supplementary Declaration, Customs may return the whole declaration or a number of goods items within a CUSREC incoming message. This can be done at any stage of the process. Declarations or specific goods items would only be returned after a prior acceptance.
These two instances are handled differently by the system and are explained in the sections below.
Handling the Return of an Entire Supplementary Declaration: “Resubmission”
When an entire Supplementary Declaration (including all attached Simplified Declarations and associated goods items) is returned by Customs, the
Resubmission
button becomes available at the top of the last transmitted sequence on the ATLAS Supplementary Import Declaration
screen.The
State
field will show a value of Returned
and the goods items will show as Not Accepted
.To resubmit a Supplementary Declaration to Customs, click
Resubmission
.
Clicking
Resubmission
will create a new sequence on the ATLAS Supplementary Import Declaration
screen. When the expansion arrow on the far left is clicked, a read-write copy of the entire Supplementary Declaration will be made available. Make any necessary changes for modification, and then click
Save and Validate
. The system will then perform a validation process to confirm that the entered data adheres to Customs rules and regulations.If the data contains errors and one or more fields do not adhere to Customs rules, a warning will appear in the
Validation Warnings
tab for each error. The Transmit
button will be disabled until these errors are resolved.Review the warnings to determine where the error exists. Navigate to the discrepant field(s) and resolve the error(s). Once all errors have been resolved, click
Save and Validate
again.If all errors have been resolved, the
Transmit
button will become available.To transmit the Supplementary Declaration to Customs, click
Transmit
. Once
Transmit
is clicked, a notification message appears at the top of the screen to notify you whether or not the message was successfully transmitted.To view the outgoing XML message, click
View file
.If successful, the declaration status will change from
Draft
to Transmitted
. Incoming messages from Customs will be received for the declaration.For more information, section Incoming Messages and States of Declarations of this User Guide explains in more detail what each incoming message means and how it impacts the state of the declaration.
Cancelling an Entire Returned Supplementary Declaration
If you would prefer to terminate the Supplementary Declaration’s business process (instead of resending corrected information to Customs by using the
Resubmission
button), it is possible to Cancel the entire declaration. This will "free up” all the attached Simplified Declarations to be potentially selected in a new Supplementary Declaration. It is the end of the line for the cancelled Supplementary Declaration.
To cancel a supplementary declaration, click
Cancel Supplementary Declaration
.
By cancelling a declaration, the state of the supplementary header is changed to
Canceled
, and the attached Simplified Declaration(s) are removed from the supplementary through this action. The Simplified Declaration(s) are released through the
Cancel
action button. It is now possible to create a new full or partial transmission Supplementary Declaration and reattach the Simplified Declarations that were released from the canceled Supplementary Declaration.Handling the Return of Goods Items: Item(s) Resubmission
When at least one goods item is
Accepted
and at least one goods item is Not Accepted
, the Item(s) Resubmission
button becomes available at the top of the last transmitted sequence on the ATLAS Supplementary Import Declaration
screen.Since this Declaration was previously accepted by Customs (except for one or more goods item), the State column will show a value of
Accepted
. However, the goods items returned by Customs will show an Acceptance State
value of Not Accepted
.In the example below, Item Number 1 was returned by Customs.

To resubmit the item(s) to Customs, click
Item(s) Resubmission
.
This will create a new sequence on the
ATLAS Supplementary Import Declaration

Acceptance State
of Not Accepted

will be incremented for the returned items.important
To keep the same
Item Number Supplementary
as before, the return of an item can be handled via the Change
screen. Refer to section Handling the Return of Goods Items (Change) below for more details. In the example below, Item Number “1” was returned. When this item was supplemented again, the value of the
Item Number in Supplementary (SAD Box 32)
field changed to “3”.
After all necessary changes have been made, click
Save and Validate
